OPERATIONS ORDER
Fire Suppression
RCCC
The purpose of this Order is to outline a Fire Suppression Plan within the RIO
COSUMNES CORRECTIONAL CENTER (RCCC) . It will also provide procedures and
responsibilities of personnel to qu ickly and safely take steps to contain a major fire long
enough for the City Fire Departmen t to arrive and to evacuate t he facility.
I. Policy
Custody staff shall respond to a fire in an effort to provide f or the safety and well being
of employees and prisoners. Facil ity staff shall comply with a ll applicable laws and
regulations governing fire prev ention and suppression. The gen eral guide for
emergencies shall be governed by Operations Order 3/01-Emergenc y Response.
II. Responsibilities during a Fire
A. In the event of any fire, the main objective shall be to eva cuate any staff or
prisoners in danger, and safely and expeditiously extinguish or contain the
fire until the local Fi re Department arrives.
B. It is the responsibility of a ll staff to report any fire imm ediately upon
discovery.
C. A full investigation and r eport of the incident shall be req uired. Any
injuries occurring as a result of the fire shall be reported ac cording to
departmental guidelines.
III. Fire Discovery Procedures
A. Upon discovery of a fire, t he person discovering the fire sh all immediately
report the nature, size and loca tion of the fire to all personn e l v i a t h e
division radio channel, or if wit hout a radio, to the affected area’s control
officer.
1. If the officer is unable to use a verbal communication devic e,
he/she shall pull the fire a larm if one is available.
2. Personnel should use common l anguage in describing the fire and
avoid technical or obscure terms.

resources and a supervis or shall be requested.
1. The supervisor shall decide if a facility lockdown should be initiated.
C. Immediately upon rece iving a report of any f i r e , t h e B o o k i n g C o n t r o l
Officer will make the follo wing notifications:
1. Elk Grove Fire Department. In the case of a major fire a n
ambulance shall be requested to respond.
2. The Watch Commander or his/her designee. The Watch
Commander shall notify the Divis ion Commander of any major fire
as soon as is practical.
D. Where practical, a sworn cus tody supervisor will respond to the scene and
determine whether a full or partial evacuation is necessary. I f a supervisor
is not available, the responding officer will assess the need f or an
evacuation.
1. During a major fire emergency evacuation procedures shall be
initiated.
E. An evacuation, if undertaken, will be performed in accordanc e with
Operations Order 3/13-Ev acuation Plan (RCCC).
IV. Fire Response Procedures
A. Fires may be considered minor or major in nature depending o n the size
of the fire and scope of the affected area. It is up to the of ficers or
supervisors on-scene to determine the level of response needed for each
fire occurrence.
B. Custody Emergency Response Team (CERT) officers shall immedi ately
prepare to respond to any fire scene dressed out in fire protec tive
equipment and Mine Safety Applianc e (MSA) air packs. If the fi re is not
extinguished quickly, the CERT Team will respond to the locatio n.
1. Under the direction of a super visor, CERT members and other
assigned officers may implement a search and rescue response fo r
unaccounted staff and prisoners unt il Fire Department personnel
arrive and can assume command of the incident
C. A supervisor or an assigned o fficer shall meet the Fire Depa rtment upon
their arrival at RCCC and inform them a fire has occurred and update
them accordingly. The supervisor or assigned officer will esco rt the Fire
Department to the Command Post or fire scene.

MJ/RCCC D. A MINOR FIRE is any fire confined to a single compact area, involving low
combustible materials, which can be easily displaced by use of minimal
effort and equipment.
1. Employees may use any means av ailable to extinguish the fire ,
including an appropriately rated fire extinguisher, available smothering materials (i.e. blank ets, dirt/sand, etc.) or a wate r hose.
E. A MAJOR FIRE is any fire which is larger than can be safely put out with a
single fire extinguisher. Any fir e involving a highly combusti ble or
hazardous material will also be cl assed as a major fire, regard less of size.
Fires in the laundry, kitchen, and safety cells may fall under this category.
1. During a MAJOR FIRE , officers shall not atte mpt to engage the fire
without fire protective equipment ( i.e., helmets, turn-outs, MS
