OPERATIONS ORDER
Fire Prevention
RCCC
The purpose of this Order is to outline the procedures for fire prevention at the RIO
COSUMNES CORRECTIONAL CENTER (RCCC) in accordance with California Penal
Code 6031.1 (b), Ti tle 15, Section 1032, and Health and Safety Code 13146.1 (a) and
(b).
I. Policy
The RCCC shall conduct fire prevention inspections and drills in an eff ort to provide for
the safety of visitors, staff and prisoners. The inspections a nd drills shall test the fire
equipment's readiness and reliability. The facilities within t he RCCC shall comply with
all applicable laws and regulations governing fire prevention.
II. Work Area Fire Prevention Inspections
A. At the beginning of each shift, staff assigned to each work area shall
conduct an inspection of fire s uppression equipment in their as signed area
of responsibility. The inspecti on will include, but is not lim ited to:
1. Inspecting fire suppression eq uipment and the work area for
obvious damage, obstructions, or fire hazards.
2. Ensuring all fire exits are marked and unobstructed.
3. A Maintenance Request Form will be completed if any equipmen t is
found damaged or in need of replacem ent or recharging, i.e. air
tanks for air packs.
4. Faulty equipment condition will be documented in the work ar ea log
book.
B. On a monthly basis, all fire extinguishers should be inspect ed. The fire
extinguishers should meet all of the following criteria:
1. Unbroken seal on the extinguisher handle.
2. Unobstructed nozzle and hoses.

MJ/RCCC 3. Pressure gauge indication pressure in the operating range of t h e
extinguisher.
4. Once the extinguisher has bee n satisfactorily inspected, the
inspection tag on the extingui sher should be si gned and dated.
C. If applicable, all fire hoses should be inspected on a month ly basis. The
inspection should include, but is not limited to:
1. Checking the hose for visible flaws, such as rips or holes.
2. Checking to see if the hose is properly secured on its reel or
hangers.
3. Check to see if the valve/nozzl e of the fire hose is turned off.
D. Mine Safety Appliances (MSA) will be inspected at least on a weekly
basis. The inspection should incl ude, but is not limited to:
1. Checking the MSA air pack pre ssure gauge to ensure it is mor e
than 1500 pounds per squar e inch (psi).
2. Checking the MSA kit to ensur e the kit is complete with face piece,
frame, and air pack.
3. Check to ensure the valves are in the closed position.
E. Fire extinguishers, Illuminat ed emergency exit signs, which read “ EXIT ”
and Fire alarm pull stations, shall be visually inspected by cu stody staff as
part of their daily housing unit checks. General Services Main tenance
Engineers are responsible for m onthly inspections of all of the se devices
and for their periodic maintenance.
F. Any discrepancies, damage, o r inadequate condition of any eq uipment or
signs will be documented in the work area log book, and a “Main tenance
Request” form will be completed to request repair.
III. Fire Drills
A. Fire drills shall be conduct ed at least quarterly by each sh ift.
1. Sworn supervisors shall plan and coordinate the fire drills for their
shift.
2. Prisoners are prohibited from participation in fire drills w ithout prior
approval from the Division Commander.
3. If possible, the local Fire Department shall be requested to
participate in one (1) fire drill during the year.

MJ/RCCC 4. The supervisor supervising the fire drill shall complete an Inter-
Departmental Correspondence (IDC) documenting the fire drill. The IDC will be forwarded to the division administration and
maintained for two (2) years.
B. A Watch Commander sha ll conduct a monthly fire safety inspection o f
the facility and submit a written report in the form of an IDC to the Division
Commander. The report will be kept on file for a minimum of tw o (2)
years.
IV. Outside Agency Inspections
A. The local fire aut hority will conduct an annual inspection o f the facility for
possible fire hazards and review the facilities fire suppressio n and
evacuation plans.
1. A copy of the local fire aut hority’s inspection report shall b e
reviewed by the Division Comm ander and Division Managers.
2. If corrective actions are taken in response to the City Fire
Department’s inspection report, t hese corrective actions shall be
documented by the Assistant Division Commander or designee on an IDC and filed with t he inspection reports.
B. The California Department of Corrections and Rehabilitation shall review
the facility’s fire suppression plan bi-annually.
