Court Security Division P age 1 of 2 3/04 (REV 6/11) Procedures: Public Elevator Lock-Off The purpose of this Operations Or der is to provide policy and p rocedure for locking off the public elevators at any Sacra mento County Superior Court fa cility. I. Policy A. Certain circumstances may r equire the use of public elevato rs for the transportation of inmates when t he security elevators are out of service, or when emergency personnel are responding to calls for servi ce above the first floor. B. Non-official or indiscrimi nate lock-off of the public eleva tors is prohibited. II. Requirements to Initiate Public Elevator Lock-Off A. The following requirements sha ll be met before initiating lo ck-off of the public elevators. 1. The Commander, Assistant Comm ander, the satellite facilities commander, a facility sergeant, or Court Control has authorized the public elevator lock-off. 2. Establish the number of public elevators necessary to accomp lish the safe movement of inmate s or emergency personnel. 3. Ensure all members of the pub lic have exited t he elevators t o be used. III. Security Procedures for t he Safe Movement of Inmates A. All other options of transporti ng or moving inmates shall be explored before using the public elevators. 1. Court Control shall assign C ourt Security personnel to speci fic assignments for security when inma tes are to be moved using the public elevators. When available, a supervisor will respond to Court Control. 2. The officer operating the elevator shall be un-armed. Court Security Division P age 2 of 2 3/04 (REV 6/11) 3. At least one armed officer s hall be assigned to the sending floor to secure the area between the tran sportation route and the publi c elevators. The armed officer(s ) shall direct the public away from the secured area until all necessary inmates have been transported. 2. At least one armed officer s hall be assigned to the receivin g floor to secure the area between the public elevators and the transporta tion route. The armed officer(s) o fficers shall direct the public a way from the secured ar ea until all necessary inmates have been transported. 3. The deployment of any tactic al weapons or equipment shall be done in accordance with Operati ons Order 1/08, Tactical Weapons and Equipment.
