EMERGENCY OPERATIONS
The purpose of this order is to p rovide instruction for emergen cy operations in the event
of critical equipment failures or evacuation of the Communicati ons Bureau.
I. Policy
The Sheriff’s Department is res ponsible for the safety of the p ublic and officers
24 hours a day. The failure of cri tical equipment or the evacua tion of the
Communications Bureau cannot impai r service to the community or employees.
General Order 7/04 provides notif ication procedures to follow i n the event of a
major incident.
II. Sheriff’s 911 Teleph one System Failure
A. The 911 telephone system is a s eparate system from the seven -digit
telephone lines. It is possible that the 911 telephone system c ould fail
within the Communications Bure au while the seven-digit phone li nes
remain operational.
B. A 911 telephone failure is def ined as the public’s inability to make a 911
phone call to the Communications Bureau. The following procedur e must
be followed in the event of a 911 telephone system failure with in
Communications:
1. The shift sergeant is responsible for ensuring the seven-dig it phone
lines are functioning: select an outside seven-digit line and c all in
on another seven-digit phone line. In the event the seven-digit
phone lines are not functioning, s ee Section II b elow: Sheriff’ s Total
Telephone System Failure.
2. In the event there is a syst em failure, the shift sergeant s hall
contact the SPD communications shift supervisor:
a. By phone at 264-8124; or b. SPD ring-down line; or c. 800 MHz radio mode SP1; or d. Hotline

3. When contact is made, the sh ift sergeant shall request activ ation of
the 911 alternate route switch.
4. The SPD supervisor will activa te the switch located in their
communications center. This will re-route all 911 calls from ou r
communications burea u to their center.
5. The shift sergeant shall advise the SPD communications super visor
that we will use our seven-di git emergency number (874-5111) fo r
transferring 911 calls back to our Communications Bureau. It wi ll
not be necessary for SPD to dial “9 ” before dialing our emergency
number.
a. Our Communications Bureau will not have ANI/ALI
capability.
6. The Communications Bureau sh ift sergeant shall notify the PA C
BELL priority repair service at ( 877) 500-4911 of the 911 telep hone
failure.
a. Our “main trunk number” is (916) 911-4440.
7. Once the 911 service is restored by PAC BELL, the
Communications shift sergeant will re-contact SPD communication s
and advise them to deactivate t he 911 alternate route switch.
III. Sheriff’s Total Tel ephone System Failure
A. In the event a total telephone system failure occurs when th e 911
telephone system and the seven-di git phone lines cannot be answ ered by
the Communications Bureau:
1. The shift sergeant shall contact the SPD communications
supervisor:
a. By phone at 264-8124; or
b. SPD ring-down line; or c. 800 MHz radio mode SP1; or d. Hotline
2. When contact is made, the sh ift sergeant shall request activ ation of
the 911 alternate route switch.
3. The SPD supervisor will activa te the switch located in their
communications center. This will re-route all 911 calls from ou r
communications burea u to their center.

4. The shift sergeant shall advise the SPD communications super visor
that our communications bureau will use our bureau cell phones for
transferring 911 calls back to our communications center:
a. 717-2278; 717-2279; 717-2280; 717-2281; or b. The 800 MHz radio system using Sheriff’s tactical channel
“ST1” to relay 911 call information back to our communications bureau.
5. The Communications Bureau sh ift sergeant shall notify the PA C
BELL priority repair service at ( 877) 500-4911 of the 911 telep hone
failure.
a. Our “main trunk number” is (916) 911-4440.
6. Note: This procedure will only provide 911 call information. No
other phone lines will be able to be answered so this procedure can
only be done for a short time.
7. Once the 911 service is restored by PAC BELL, the
Communications shift sergeant will re-contact SPD communication s
and advise them to deactivate t he 911 alternate route switch.
IV. Sacramento Police Departm ent 911 Telephone Failure
A. It is possible that the 911 phone system could fail within t he SPD
communications center while their seven-digit telephone lines r emain
operational.
B. The Sheriff’s Department is t he alternate answering point if there is a
failure in the SPD 911 system. In the event of a failure in the SPD 911
telephone system:
