Training Page 1 of 3 3/03.0 (REV 3/91) STC TRAINING COORDINATOR The purpose this order is to de scribe the duties and responsibi lities of the Standards and Training for Corrections ( STC) Training Coordinator. I. General The STC coordinator, a temporar y duty position, serves under th e supervision of the administrative se rgeant with input from Correctional Servic es. A. The coordinator is charged with responsibility to promote de velopment of an efficient and effective trai ning delivery system which inclu des: 1. Recruit qualified instructor s to present training to in-serv ice custodial personnel. 2. Arrange for facilities. 3. Obtain the required training materials. 4. Obtain POST/STC certification. 5. Monitor classes to ensure compliance. 6. Develop evaluation and critique forms. 7. Schedule officers for cla sses in and out of town. 8. Complete and maintain nece ssary class and student records as required by STC and the Board of Corrections. 9. Ensure all annual training as r equired by STC is completed. 10. Ensure all core training is c ompleted within the time frame mandated which includes new su pervisors, new managers, new administrators, and lateral-trans fer officers without correctio nal training. Training Page 2 of 3 3/03.0 (REV 3/91) B. Annual Training Needs Assessment 1. Complete an annual training needs assessment. The informatio n from this process provides the basic information for the comple tion of the required training plan for custodial personnel for each fiscal year. C. Annual Trai ning Plan 1. Develop the annual training plan for Correctional Services t o outline the proposed training for the sta ff and the estimated cost of t he training for each fiscal year. D. Multi-Year Train ing Needs Assessment 1. Conduct a multi-year training needs assessment that links th e annual training plan to the organiza tion’s needs and mandates. E. Records Maintenance 1. Maintain records for each e ligible custodial staff member participating in the ST C program in order to provide informatio n and documentation for quarterl y reports, the annual financial statements, and progr am compliance monitoring and fiscal audits . F. Budget Preparation 1. Prepare the annual budget and just ification for the STC prog ram to be submitted to the chief deputy for Correctional Services. a. Track tuition, per diem, t ravel, and replacement costs throughout the budget year a ssociated with STC. b. Write modifications to the budget, if necessary. G. Resources 1. Determine, with input from the different Correctional Servic es divisions, the course of training in order to meet mandates. a. Evaluate and identif y department training needs. b. Monitor legislatively-m andated training and develop curriculum in compliance with mandates. c. Assist Correctional Services training managers with training needs and requests. Training Page 3 of 3 3/03.0 (REV 3/91) d. Assist in the development of s pecialized training based upon service area needs. e. Obtain the required certif ication for training courses developed. H. Liaison 1. Act as liaison for the Board of Corrections, the Sheriff’s Department, and other appropriate agencies. 2. Act as training consultant fo r members of the STC program. I. Advisory Capacity 1. Act in an advisory capacity to the Board of Corrections on s pecial selection and training issues. J. Networking 1. Network with other STC trai ning manager groups within the st ate (SATMA/NCTMA/CCTMA/SCTMA ) that share the same professional interests. K. Training Officer Programs 1. Assist the different divisions of Correctional Services in t he selection of qualified jail trai ning officers and help maintain staff proficiency in corrections-rela ted skills by updating manuals a nd training. L. Background Investigation 1. Assist in the testing and backg round investigation of reserv e deputy candidates.
