COMPUTER VOICE ST RESS ANALYZER
The purpose of this order is to o utline procedures pertaining t o the use of the computer
voice stress analyzer. I. Operator Requirements
A. All operators of the computer voice stress analyzer (CVSA) s hall be
required to complete an accr edited CVSA training course.
B. Only certified ex aminers shall be aut horized to use the CVSA .
C. Every three years the certif ied examiners shall participate in a NITV
certification program or feder al/state/industry standard progra m as
determined by the division commander.
II. CVSA Examinations
A. The CVSA shall be used only for the investigation of crimina l actions
unless otherwise directed by t he division commander or command
personnel of higher rank.
B. Federal and state laws pertain ing to polygraph and/or lie de tectors shall
apply to the CVSA unless there is a specific change or addition to these
laws pertaining specifically to the CVSA.
C. Consent forms should be used by C VSA examiners prior to dire ct testing
of a subject. The decision to u se either a Miranda or Beheler w arning is
dependent on the facts that nece ssitate either warning as presc ribed by
federal and state laws relating to interrogations. The examiner may elect
not to use the forms if the interv iew is either audio or video taped and the
applicable warnings are recorded. I f the Miranda/Beheler warnin g is
verbally given then the video or audio tape, along with the CVS A chart and
any questions, will be kept for th ree years or until the statut e of limitations
has elapsed, whichever is greater.
D. All covert CVSAs shall be exem pt from the waiver and warning
requirements as indicated in Section C above.

E. All CVSA charts and questions s hall be maintained by the exa miner for
three years or for a pe riod exceeding the st atute of limitation s, whichever
is greater.
F. Each examiner wil l keep an accurate log of all CVSA examinat ions. This
log will include, as a minimum, t he case number, date of exam, the name
of the individual, and the test results.
G. The CVSA may be used on all witnesses, suspects, and victims except
sexual assault and child molest victims.
H. All examination test results will be “cold called” by anothe r examiner to
help ensure accuracy prior to att aching the information to a re port.
