OPERATIONS ORDER
Fire Prevention
Main Jail
The purpose of this Order is to outline the procedures for fire prevention at the Main
Jail, in accordance with California P enal Code 6031.1 (b), Title 15 , Section 1032, and
Health and Safety Code 13146.1 (a) and (b).
I. Policy
The Main Jail shall conduct fire prevention inspections and drills in an eff ort to provide
for the safety of staff, the public, and prisoners at the Main Jail . The inspections and
drills will be designed to test the fire equipment’s readiness and reliability. The facility
shall comply with all applicabl e laws and regulations governing fire prevention.
II. Work Area Fire Prevention Inspections
A. At the beginning of each shift, staff assigned to each work area shall
conduct an inspection of fire s uppression equipment in their as signed area
of responsibility. The inspecti on will include, but is not limi ted to:
1. Inspecting fire suppression eq uipment and the work area for
obvious damage, obstructions, or fire hazards.
2. Ensuring all fire exits are marked and unobstructed.
3. A Maintenance Request Form s hall be completed if any equipme nt
is found damaged or in need of repl acement or recharging, i.e. air
tanks for air packs.
4. Faulty equipment condition shall be documented in the work a rea
log book.
B. On a monthly basis, all fire extinguishers shall be inspecte d . T h e f i r e
extinguishers must meet all of the following criteria:
1. Unbroken seal on the extinguisher handle.
2. Unobstructed nozzle and hoses.

MJ/RCCC 3. Pressure gauge indicating pressure in the operating range of t h e
extinguisher.
4. Once the extinguisher has bee n satisfactorily inspected, the
inspection tag on the extingui sher should be si gned and dated.
C. If applicable, all fire hoses should be inspected on a month ly basis. The
inspection should include, but is not limited to:
1. Checking the hose for visible flaws, such as rips or holes.
2. Checking to see if the hose is properly secured on its reel or
hangers.
3. Check to see if the valve/nozzl e of the fire hose is turned off.
D. Mine Safety Appliances (MSA) Self Contained Breathing Appara tus
(SCBA) shall be inspected at least on a weekly basis. The inspe ction
should include, but is not limited to:
1. Checking the MSA air pack pre ssure gauge to ensure it is mor e
than 1500 pounds per squar e inch (psi).
2. Checking the MSA kit to ensur e the kit is complete with face piece,
frame, and air pack.
3. Check to ensure the valves are in the closed position.
E. Fire extinguishers, illuminat ed emergency exit signs, which read “ EXIT ”
and fire alarm pull stations, shall be visually inspected by cu stody staff as
part of their daily housing unit checks. General Services Main tenance
Engineers are responsible for m onthly inspections of all of the se devices
and for their periodic maintenance.
F. Any discrepancies, damage, o r inadequate condition of any eq uipment or
signs shall be documented in the work area log book, and a Main tenance
Request shall be submitted to request repair.
III. Fire Drills
A. Fire drills shall be conduct ed at least monthly by each shif t.
1. Sworn supervisors shall plan and coordinate the fire drills for their
shift.
2. In order to prevent jeopardizing security or patient health, prisoners
are prohibited from participatio n in fire drills without prior approval
from the Division Commander.

MJ/RCCC 3. Emergency-key drills shall be included in each fire drill, a nd timed.
Emergency keys shall be drawn and used by the appropriate staff
to unlock one set of emergency exit doors not in daily use.
4. If possible, the City Fire Dep artment shall be requested to
participate in one (1) fire drill during the year.
5. The supervisor overseeing the fire drill shall complete an I nter-
Department Correspondence (IDC) documenting the fire drill. Th e
IDC will be attached to the fire drill Watch Summary (On-Line) and
maintained for a minimu m of two (2) years.
B. The facility Safety or Projec ts Officer shall conduct a mont hly fire safety
inspection of the facility and complete a written report. The report wil l be
kept on file for a mini mum of two (2) years.
IV. Outside Agency Inspections
A. The City Fire Department will conduct an annual inspection o f the facility
for possible fire hazards and review the facility’s fire suppre ssion and
evacuation plans.
1. A copy of the City Fire Depar tment’s inspection report shall be
reviewed by the Division Comm ander and Division Managers.
2. If corrective actions are taken in response to the City Fire
Department’s inspection report, t hese corrective actions shall be
