ID Bureau Page 1 of 3 2/21.0 (7/77) SEX AND NARCOTIC REGISTRATIONS 1. When an applicant informs you o f their intention to register , determine the location of their residence. If the applicant’s address is with in the Sacramento, Folsom, or Galt city limits, imm ediately direct them to the pro per city police department, informing them that thei r address is within that ju risdiction. 2. If the applicant gives an addr ess in the unincorporated area of Sacramento County, have them fill ou t an information sheet. 3. Call Records for a prior fingerprint number or any outstandi ng warrants. 4. Request Records personnel pull the personal history folder i f the applicant has a prior record and check for prio r registration. Take the applica nt’s photograph. If the applicant has prior registra tion with this department, only a “Registration Change of Address” will be required (see Op erations Order 2/21. 1 entitled Change of Address – C onvicted Sex and Narc otic Registrants). 5. If it is an initial regist ration and the applicant has a pri or fingerprint number, indicate the type of registrati on. Take the applicant’s photogr aph. Fingerprint on two CII registration fingerprint c ards, fill them out completel y, and forward them to CII. 6. Have the applicant sign the “permanent receipt” and the “tem porary receipt” and place their right index fingerpr int as indicated on both forms. Give the temporary receipt to the registrant and in form them that they will receiv e the permanent registration receipt in the mail at the address the registrant has provided in approximately ten days from the date of registration. 7. On completion of the regist ration, type an envelope with the applicant’s name and address and place the permanen t registration inside. Place the envelope in the desk calendar to be mailed on the ninth day fr om the date o f registration. Type DO NOT FORWARD in red on the face of the en velope under the return address. 8. Type two 3” x 5” index car ds indicating name, address, phone number, fingerprint number, date of registration, m ap page number and grid coordina te letter and number. File these cards in the ID 290 Registration alpha file and Grid Coordinate file. Note : This procedure does not apply to narcotic registrations. 10. The original and dupl icate copies of the registration and t he two CII registration fingerprint cards shall then be forwarded to CII. The date thes e are mailed to CII should be placed on the bottom of the information sheet. 11. Use discretion while maki ng out the registration. Often oth er applicants or females are present in the ID S ection. Speaking loudly during t he registration process could cause embarrassment. Therefore, ask the registran t to come behind the counter and be seated at a desk.
