Page 1 of 5 2/16 (NEW1/06) Weapons Discharge Reporting Incidents The purpose of this General Order is to outline the policy and procedures for reporting the discharge of department aut horized weapons. The Weapons Di scharge Report will be utilized for statistical in formation and training purposes. This Order applies to all employee weapon discharges of depar tmentally approved and assig ned weapons. This Order shall not apply to the supervised dischar ge of weapons while conducting range qualification, departmenta lly approved training held at d epartment facilities, or department approved training, hel d at non-department locations. This order will address the int entional firearm discharge direc ted at a human, the discharge of a weapon and the supervisor’s responsibilities. T he order shall also include shooting incidents t hat occur outside the department’s jurisdiction, data collection and record keeping. I. Intentional Firearm Shootings Directed at A Human (Death, In jury, Non-Injury, Unknown Injury) A. The Homicide Detail will be the shooting in vestigation team and responsible for gathering all nec essary information applicable to the Weapon Discharge Report. B. Upon obtaining all o f the necessary information, a Homicide Investigator shall be responsible for enteri ng the information into the data base as soon as practical. II. Intentional Discharge of a weapon A. The on-duty supervisor shall be responsible for gathering al l applicable information to properly complet e the Weapons Discharge Report i n the event any of the following weapons are discharged: 1. All firearm discharges not dir ected at a human, including th e intentional shootings of anima ls or an inanimate object, and accidental discharges. 2. Taser Page 2 of 5 2/16 (NEW1/06) 3. Pepperball 4. 37mm B. Upon obtaining all of the necessary information, the supervi sor shall enter the information into the on-line database within 24 hours. In cases where a supervisor’s invest igation into the weapons discharge inciden t extends beyond 24 hours, the information s hall be entered as soon as po ssible. Upon the completion of the Wea pons Discharge Report (ssdweb//on -line), the report will automat ically be forwarded to the Division Comm ander, Administrative Lieutenants of P atrol Services, Correctional Ser vices and the Rangemaster. C. In the event there is a shoot ing incident of personnel who a re fired upon but there is no return of fire, t here is no requirement to comp lete the form. III. Shooting Incidents Occurring Outside Sheriff’s Department Jurisdiction A. In the case of an intentional shooting of a fi rearm towards a human, the Homicide Detail investigator s hall be responsible for the colle ction of the information needed to complete the form. B. In the case of any other w eapon(s) being discharged, an on-d uty supervisor shall respond and be responsible for the collection of the information needed to complete the form. IV. Collection of Data A. This information is intended to be gathered by the on-duty s upervisor or investigating officer and no t to be entered into the database b y the involved officer(s). B. This form shall not be copied , distributed or placed in any officer’s work, division or personnel files. The purpose of the collection of this information is strictly for stat istical information and trainin g data and shall not be used in any type of adminis trative or di sciplinary heari ngs of the involved officer(s). V. Record Keeping A. The Department Rangemaster sha ll be responsible for all reco rd keeping and maintenance of the Weapons Discharge database. Related Orders: G.
