CORRECTIONAL SERVICES Page 1 of 2 2/15 (REV 7/07) MJ/RCCC OPERATIONS ORDER Bicycle/Vehicle Perimeter Patrol The purpose of this Order is to supplement the procedures for p erforming perimeter patrols utilizing a Sheriff’s Bicycle Patrol or a department ma rked vehicle at the Main Jail and the Rio Cosumnes Correct ional Center (RCCC). I. Policy Perimeter patrols for the Main Jail and RCCC will be comprised of sworn staff. II. Qualifications A. Sheriff’s Department personnel will adhere to Field Services Operations Order 01/13, Sheriff’s Bicycle Patrol for qualifications and organization of the bicycle patrol unit. B. Sheriff’s Department personne l operating vehicles in perimet er duty should have successfully completed the Field Services Patrol Tr aining program. Other sworn staff may per form perimeter patrol with Fa cility Supervisor approval. III. Equipment A. Vehicles 1. Any person checking out a vehi cle to use for perimeter patro l will refer to Field Services Operations Order 03/02, Vehicle Inspection and Servicing for equipment inspection procedures. B. Bicycles 1. Any person checking out bicycl es to use for perimeter patrol will refer to Field Services Operations Order 01/13, Sheriff’s Bicycle Patrol for equipment inspection procedures. C. Uniform and Safety Equipment 1. Duty belt (leather or nylon) with a firearm, ballistic vest and a departmental portable radio shall be worn while patrolling the exterior of the facilities. a. Firearms must be secured in an approved location while patrolling inside the per imeter fence at RCCC. CORRECTIONAL SERVICES Page 2 of 2 2/15 (REV 7/07) MJ/RCCC 2. Personnel using vehicles wil l wear Class B or C uniform in compliance with the departm ental uniform manual 3. Bicycle use a. The uniform worn while performing Bicycle Patrol duties shall comply with the departmental uniform manual for Bicycle Patrol. b. If exigent circumstances exi st, in which rapid deployment of a Bicycle Patrol is necessary for the security of the facility, the normal class B or C uniform may be worn. IV. Operating Areas A. Main Jail 1. Primary patrol area is the perimeter of the Main Jail. 2. Secondary patrols include 71 1 G Street and nearby county buildings (District Attorney’s office, Courthouse, County Administration) and adjacent parking lots. 3. Patrols beyond the secondary area will be at a supervisor’s discretion based on circumstances i ncluding, but not limiting t o escapes, suspicious persons/vehicles, natural disasters and evacuations. B. RCCC 1. Primary patrol area is the ent ire compound within the perime ter fence. 2. Secondary patrol includes the visitor parking lot, Airport a nd Range. Approval from a supervisor must be obtained to patrol the Airpo rt and Range. 3. Patrols beyond the secondary pat rol area will be at the shif t supervisor’s discretion based on c ircumstances including, but n ot limiting to, escapes, visit days, suspicious persons/vehicles, natural disasters and evacuations.
