OPERATIONS ORDER
Evidence and Contraband Disposition
The purpose of this Order is to standardize procedures for disp osing of contraband and
evidence at the Main Jail and the Rio Cosumnes Correctional Center (RCCC).
I. Definitions
A. Contraband – Contr aband, for purposes of corrections is desc ribed as all
items deemed contraband by the div ision commander, items not li sted in the
facility Inmate Handbook as approved for possession by prisoner s, or items
not sold through commissary. Contraband may be an item which is legal or
illegal to possess.
B. Evidence – Evidence is property of evidentiary value in a ca se for which an
arrest, crime report, or Inmate Incident Report (PF-10) may be made.
II. Procedures
A. The processing, recording, p ackaging and booking of evidence and the
disposal of jail contraband shall follow established department al guidelines to
ensure the security of the facilit y and to preserve the chain o f evidence.
B. All evidence shall be recor ded, packaged, and secured for di sposition in
accordance with existing policies and procedures.
C. A supervisor shall be notified when a visitor is found tryin g to bring
contraband into the facility. The reporting officer is require d to complete a
PF-10 for the visitor (if known to the Jail Inmate Management S ystem (JIMS)
and the prisoner he/s he was visiting.
D. The supervisor is responsible for approving the course of ac tion which may
include escorting the person from the facility and prohibiting the person from
future entry into the facility, issuing a verbal warning, or ar resting the person
if the contraband is illegal to possess.
E. Facility garbage cans should not be used for disposal of any contraband as
prisoners may have access to t he contents of garbage cans.
