Security Services Page 1 of 3 02/14 (NEW 02/18) Building and Facility Security The purpose of this Operations Or der is to establish security p rocedures and regulations for the Security Ser vices Division and its contract sites. The purpose of this Operations Or der is to establish security p rocedures and regulations for the Security Ser vices Division and all its cont ract sites. I. Responsibility A. The Commander of the Security S ervices Division is responsib le for enforcement of building security i n their respective Department Facilities. II. Employee Responsibility A. Department personnel in civili an attire shall display their issued Identification Card or C-Cure Car d clearly visible while inside of the Security Services Division Faci lity and all its contract sites. B. It shall be the responsibilit y of all sworn officers to iden tify/challenge anyone not displaying the Departm ent issued Identification Card or C- Cure Card while in the secured workspace of a Department Facili ty. 1. Non-sworn, unarmed employ ees should not challenge any persons they do not recognize w ho are not displaying some form of identification which aut horizes them to be within the secured portion of a Departm ent Facility. If a non-sworn employee believes someone has breached security, they should immediately notify a S heriff’s Security Officer or another sworn employee. (See General Order 17/01 (REV 05/12) C. Personnel entering Security S ervices and its contract sites shall not allow other persons in civilian attire to enter Department Faci lities through secure doors or gates if these persons do not have thei r Department Identificati on properly displayed. For purposes of this section, the term “visitor” shall mean a person who does not qualify to be issued a C-Cure Card, Identification Card and is not an employee, affilia te, or vendor of the Sheriff’s Department. B. For purposes of this section and Section II-B of this Order, “secured workspace” shall mean a contro lled area of any Facility where physical security barriers are in place that are intended to pr event anyone other than authorized empl oyees from entering. C. Within Security Services and it s contract sites secured with access control, where counter or recept ion staff is present, visitors shall be required to present a government issued identification card and complete a sign-in process prior to entry into the secured work space. D. Visitors will be issued TEMP C -Cure Cards and/or visible ide ntifiers. These cards and identifiers will be collected by Sheriff’s Depa rtment staff after the visitor has conc luded their business in the sec ured workspace. E. Non-sworn visitors shall be e scorted by a Sheriff’s Departme nt employee at all times while in the secured workspace. F. Sworn peace officers from allied agencies having business wi thin any secured Facility shall be cons idered visitors, but will not req uire a Department escort. IV. Vendor Access A. For purposes of this section, the term “vendor” shall be def ined as an employee of a private busine ss or public agency that: 1. Has previously established a business relationship with the County of Sacramento. 2. Provides a recurring servic e or product to the Sheriff’s Department. B. Vendors that have a regularly recurring business need to ent er Department Facilities may be iss ued a C-Cure Card in order to conduct that business. Security Services Page 3 of 3 02/14 (NEW 02/18) C. Vendor C-Cure Cards will be issued to individual employees o f the vendor. Under no circumstances will a generic card be issued f or the purposes of multiple employees within the same company or agenc y to share. Employees of vendors will only use the card issued t o them to enter any secured Facility . Any vendor that violates this s ection shall be required to surrender all C-Cure Cards issued to their employees. Vendors who apply for C-Cure C ards on behalf of their employee s will be charged a non-re fundable application f ee to be establis hed by the Commander of the Threat Managem ent and Protective Services Detail. (See General Order 17/01 (REV 05/12) D. A criminal background che ck shall be conducted on vendor employees applying for a C-Cure C ard. Such criminal background check shall be completed by the Threat Management and Protectiv e Services Detail Supervisor. E. Any vendor employee who fails the background check shall not be issued a C-Cure Card and will not be allowed access into the se cured workspace areas of Department Facilities. F. All requests for vendor access and background checks shall b e received and conducted by the C-Cure System Coordinator. G. It will be the responsibility of each Division Commander or manager requesting vendor access to contac t and provide all information on the vendor to the C-Cure System C oordinator. Once the vendor h as passed the background, the Divis ion Commander wil l be notified and the vendor may be gr anted Facility acce ss by the Division Commander or his or her designee. I. General Security Officers assigned to the S heriff’s Security Services B ureau may be assigned to any and all buildings /locations that contract servi ces
