Civil Disturbances / Protests / Mass Arrests and Riots
The purpose of this Order is to e stablish initial guidelines fo r major civil
disturbances or riots and ma intenance of equipment.
I. General
A. Security Services Bureau Pers onnel shall respond to civil di sturbances
in or around Security Services Bu reau's contracted facilities.
B. The response by Security Ser vices Bureau Personnel will be t o secure
the contracted facility, maintai n safety of employees and clien ts on the
site and to facilitate an evacuation plan if necessary.
C. Coordination and handling of t hese matters shall be done in a safe and
secure manner.
D. Officers deployed to the scene of a civil disobedience incid ent shall
make every effort to preserve the peace and protect the rights of all
citizens.

III. Incident Levels
The following table outlines the different levels of incidents and their
composition:

IV. Officer’s Responsibilities
A. Observe and evaluat e the situation.
B. Advise Security Service B ureau Sergeant of the situation.
C. Coordinate the response of arriving units.
V. Supervisor’s Responsibilities
A. Coordinate the actions of all responding units. B. Set up a Command Post C. Notify the appropriate agency whose jurisdiction the inciden t is
occurring, so responses can be coordinated.
D. Determine the need to close any area to public access, and t he
boundaries of any area so identified.
VI. Maintenance of Equipment
A. Tactical weapons and specializ ed equipment shall be stored a t the
Administrative office of the Security Services Bureau.
B. Any officer using tactical weapons or equipment shall first be trained
in their use and shall adhere to the Sheriff's Department Gener al
Orders.

1. Deputies and security officers may obtain or issue equipment only
at the direction of a supervisor.
2. The issuing officer shall co mplete an "Equipment Inventory C heck
List" (Appendix A) while issuing the items.
3. If any item is loaned to another division, the employee chec king
out the equipment shall ensure that the checkout sheet is completed.
4. Any damage to equipment sha ll be noted on the "Equipment
Inventory Check List" upon its re turn and immediately reported to
a supervisor if it require s repair or replacement.
