Training Page 1 of 2 2/11.5 (REV 10/92) ARREST CONTROL TECHNIQUES The purpose of this order is to e stablish the policy and proced ures pertaining to recruit training, testing, and remediat ion of arrest control techniques taught in the Basic Academy. I. Phase I Training and Testing A. Recruits will be instructed in phase I techniques. At the en d of this instruction, recruits will under go a diagnostic test of all pha se I procedures proctored by an arrest control instructor. This diagnostic test will be scored as pass/fail. B. Any deficiencies or weaknesse s observed in a recruit’s perfo rmance will be noted on a recruit counseling report written by the instruct or. The instructor will re-instruct the recruit in the proper method of performing the technique. The recruit will be r equired to perform the techniqu e under the instructor’s supervision at that time. C. Continued defici encies and weaknesses noted during this test ing will be documented on an inter-departmen t correspondence. The recruit w ill be given the opportunity to read and sign the document acknowledgi ng the opportunity to read it prior to pla cing the document in the rec ruit’s academy training file. A copy o f the document will be given to the recruit. II. Phase II Training and Testing A. Recruits will proceed to phas e II training at the end of pha se I. At the end of the phase II block of instruc tion, recruits will be tested b y an instructor. B. Testing will be performed in s eparate testing areas (station s). As each recruit arrives at a station, the instructor will request that a particular technique be demonstrated. The re cruit will be expected to succ essfully demonstrate the technique at tha t time. Upon completion of the technique, the recruit will proceed to the next station for further testin g. C. Each recruit will be tested on all techniques from phase I a nd II during this testing process. Recruits succe ssfully performing all technique s will receive a passing score for the entire course of arrest control instruction. Training Page 2 of 2 2/11.5 (REV 10/92) D. A recruit failing to correctly perform a technique will be i nformed of the failure by the instructor. The in structor will advise the recru it of a remedial test date and answer any question s the recruit may have regardi ng the failure. E. The instructor will point out the recruit’s mistakes and wil l demonstrate how to perform the technique co rrectly. The recruit will then b e required to perform the technique under the obs ervation of the instructor. The purpose of this exercise is to r einforce the proper technique f or the student; this performance cannot be used in lieu of a remedial test. F. The instructor will document the recruit’s unsuccessful perf ormance and the remedial action taken on an inter-department correspondence . The recruit will be allowed to read and sign the document prior to its inclusion in the recruit’s academy training file. III. Remedial Test Procedure A. To ensure a fair appraisal, t he remedial test will be witnes sed by three arrest control instructors and one academy staff member. The in structor who originally failed the recruit will not be present. B. Each arrest control instruct or will monitor th e recruit’s pe rformance and independently assign either a passing or failing score. The aca demy staff member shall act as an observer only and will not score the rec ruit. C. Prior to the beginning of the remedial test, the recruit wil l be asked if there are any questions regarding any o f the techniques to be remedia ted. All questions will be asked and answer ed before proceeding with the remedial test. D. The recruit will acknowledge , in writing, that they have no questions or that all questions have been ans wered prior to the test. The recruit will then perform only those techniques they were unsuccessful in demonst rating during the initial testing. E. If a majority (two out of thr ee) arrest control instructors agree the recruit has successfully performed all t he techniques requiring remedia l testing, the recruit will receive a pa ssing score and will be deemed to have passed the arrest control porti on of the basic academy. F. If a majority (two out of thr ee) of the arrest control instr uctors agree the recruit did not perform all the techniques requiring remediatio n adequately, they will advise the recruit that they have failed the arrest c ontrol portion of the basic academy. The recruit will be notified that an inter-d epartment correspondence will be submitted to academy staff advising of t he failure.
