Page 1 of 2 2/10 (REV 3/92) Interactive Video Firearms Training System The purpose of this Order is to establish policy regarding the use of the interactive video firearms training system (FATS). I. General A. The interactive firearms trai ning system (FATS) is a compute rized video system driven by a laser disc t hat offers different scenarios d esigned to introduce users to stressful shoot/don’t shoot situations. B. It is intended that each office r be exposed to the training made possible by the system as often as possible (at least yearly) in a location most convenient to the majority of the users. C. Training with the FATS system is to be used as an enhancemen t to traditional firearms train ing; not a substitute. D. Training with the FATS system during a particular qualificat ion period does not relieve personnel of the resp onsibility to qualify with the ir duty weapon each tri-annual qualif ication period. II. Training A. Training with the FATS system will be conducted by divisiona l trainers selected by each division comm ander and trained in the operatio n of the system by the Division of Training and Reserve Forces. 1. Only those officers select ed and trained are authorized to c onduct individual training fo r divisional personnel. 2. At the end of each individua l session, the trainee will rece ive a critique on his/her performance. Qualification in the traditio nal sense of pass or fail will not be required. 3. A log of each person trained will be kept by the trainer lis ting the trainee’s name, social security number, and the date of trainin g. This information will later be re corded by the Division of Trai ning and Reserve Forces within each trainee’s permanent training record. Page 2 of 2 2/10 (REV 3/92) III. Scheduling Responsibilities A. The Division of Training and Re serve Forces will prepare a s ix-month divisional training schedule to be effective on January 1 and J uly 1 of each calendar year. This schedule wil l be published and transmitted to each division by December 15 and June 15 for implementation on the e ffective dates. 1. The schedule will take into a ccount the size of each divisio n and the time needed for each divisi on to train respective personnel . 2. Care will be taken by the Divis ion of Training and Reserve F orces to ensure that each division will have adequate opportunity to train each sworn employee in acco rdance with Paragraph I. B. B. The scheduling of trainers and individual trainees is the re sponsibility of each division training manager. 1. To control conflicts, the trai ning managers will strictly ad here to the schedule published by the Division of Training and Reserve Forc es. IV. Care and Maintenance of the System A. Division trainers are respons ible for using the equipment in conformance with the training provided by the Division of Training and Rese rve Forces. This may include some routine maintenance such as changing prin ter paper or cleaning weapons, but under no circumstances will any trainer attempt to repair a malfunction not covered in his/her training class. B. Major repair of t he system will only be co mpleted by the man ufacturer. C. Ordering of supplies needed to operate the equipment (primer s, printer paper, etc.) is the responsibility of the Division of Training and Reserve Forces. During each budget cycle , adequate funds will be reque sted for this purpose.
