Detective Division Page 1 of 3 2/10.0 (REV 11/17) EXPLOSIVE ORDNANCE DISPOSAL DETAIL (EOD) The purpose of this order is to outline the operation and respo nsibilities of the Explosive Ordnance Disposal Detail. I. Detail Responsibilities A. EOD is responsible for invest igation of the following types of activities which render explosive material safe and the disposal of explos ive material and/or devices: 1. Improvised explosive devices. 2. Commercial devices and explosives. 3. Legal and illegal fireworks. 4. Military ordnance. 5. Explosive chemicals. 6. Bomb threats. 7. Explosions. 8. Hoax devices. B. Bomb sweeps and re lated standby protection for visiting dign itaries. C. Issuance of permits for the sale, use, stor age, and transpor tation of sporting powders. D. Development and administration of training for Sheriff’s per sonnel and the public regarding explosives, bomb threats, and protective measu res. II. Staffing and Personnel Assignments A. The EOD supervisor shall be the rank of sergeant and shall b e assigned to the Special Operations Bureau . The detail supervisor must me et all the training requirements outlined i n Section V of this order. Detective Division Page 2 of 3 2/10.0 (REV 11/17) B. All EOD technicians shall be the rank of deputy sheriff or d etective. All technicians, unless otherwise assigned, shall have primary assi gnments in other bureaus and details within t heir respected service areas and shall serve as EOD technicians on an as-needed basis. III. EOD Technician Responsibilities A. EOD technicians shall be res ponsible for the following tasks : 1. Investigate crimes related to the use, possession, and manuf acture of explosives, explosive devices, and hoax devices including th e arrest of the person(s) responsib le and preparation of reports. 2. Bookings, transportation, and storage of explosive-related evidence. 3. Maintaining an excellent s tate of readiness of all equipment necessary for EOD response. 4. Immediately reporting to the EO D supervisor significant EOD events. As used here, a significant EOD event is where any of the following has either occurred or there is a hig h potential of occurrence: a. Personal injury or direct damage to any inhabited structure. b. The response of more than two technicians. c. The need for coordination wit h, or assistance from, allied agencies and/or a significant num ber of patrol officers have been assigned to the event (crowd/tr affic control, evacuation, perimeter, etc.), or the event has drawn the interest of the media. IV. EOD Supervisor Responsibilities A. Respond to and direct major EOD events. B. Ensure all EOD events are t horoughly investigated and proper ly reported. C. Ensure all applicable incident s are reported to the FBI bomb data center. D. Ensure all EOD technicians r eceive training in the use of EO D equipment, explosive handling, render safe procedures, and explosive stora ge and disposal procedures. Maintain a liaiso n with each of the fi re departments, federa l agencies, allied law enforcement agencies , military personnel, commercial manufacturers, and all persons and agencies associated with the laws relating to the investigation of explosives. F. Ensure department EOD personn el comply with the provisions o f the multi-agency Sacrament o Area Explosive Ordnance Unit memorandum of understanding. V. Training Requirements A. All EOD technicians must mee t the following training require ments: 1. Successful completion of the basic FBI hazardous devices sch ool. 2. Successful completion of the hazardous devices refresher cou rse at least every three years. 3. Twenty hours per month of in-service training. VI. Jurisdictional Areas of Res ponsibility and Mutual Aid Respo nses A. EOD shall have primary jurisd iction in EOD events that occur in the following locations: 1. Unincorporated area o f Sacramento County. 2. Jurisdictions where the Sher iff’s Department has contracted its services. 3. County buildings regardless of location. B. In accordance with the memo randum of understanding, EOD shal l, upon request, respond to assist member agencies of the Sacramento Ar ea Explosive Ordnance Unit which inc lude: El Dorado and Placer cou nties sheriff’s departments; the Sacram ento, Rocklin, Roseville, Wood land, and Davis police departments, and the California Highway Patrol.
