Field Services Page 1 of 3 02/10 (REV 2/08) Trainee Evaluations The purpose of this Order is to establish policy and define res ponsibility for the administration of Field Services trainee evaluations. I. Field Training Officer Responsibility The primary responsibility for a trainee’s evaluation lies with the Field Training Officer to whom the trainee is assigned. A. The Field Training Officer (FTO ) shall complete a daily eval uation for each shift completed by the trainee. T he Field Training Officer shal l discuss the contents of each evaluation wit h the trainee to afford them the chance to review their performance. B. The Field Training Officer sha ll complete the daily evaluati on by the beginning of the trainee’s next shift. C. The Field Training Officer sha ll complete a daily evaluation for the days the FTO or the trainee is absen t. The Field Training Officer wi ll fill in the “assignment or reason for no FTO eva luation” box with the train ee’s assignment for that day or the reason the trainee did not ride with the Field Training Officer. 1. If the assigned Field Traini ng Officer is off more than two days during the assigned work week, t he responsibility for insuring the evaluation is completed falls to the Division Training Sergeant . II. Compensation For Trainee Evaluations The compensation for trainee eval uations will be administered a s follows: A. Compensation for FTO’s is def ined under Article 13, Section 13.3 of the current 2006-11 DSA/NSLEU colle ctive bargaining agreement. B. FTO’s shall be compensated for actual overtime worked, as de fined under Article 6, Section 6.1 of the current 2006-11 DSA/NSLEU collect ive bargaining agreement. All overtime requests associat ed with trainee evaluations wi ll include the trainee’s name, daily observati on report numbers and week in tr aining number. III. Shift Sergeant Responsibility Secondary responsibility for a trainee’s evaluation lies with t he team sergeant to whom the Field Training Officer is assigned. A. The shift sergeant will review and sign all daily evaluation s. B. The shift sergeant will monito r the progress of each trainee assigned in the Field Training Pr ogram and initiate any appropriate action if deemed necessary. C. The shift sergeant will forwar d daily evaluations to the div ision training sergeant and weekly evaluat ions to the watch commander. IV. Division Training Se rgeant Responsibility The Division Training Sergeant is responsible for monitoring th e trainee’s progress in training wit hin the division. A. The training sergeant will re view and sign all daily evaluat ions. B. The training sergeant will c onduct documented counseling ses sions when the trainee has shown no progress in training or the trainee’s performance does not meet training standards. C. The training sergeant may adm inister Phase I and II tests to trainees. D. The training sergeant is res ponsible for forwarding test sco re sheets to the Field Training Coordinator. V. Field Training Program C oordinator Responsibility Final responsibility for insuri ng that the evaluations are prep ared lies with the Training Coordinator. A. The Training Coordinator sha ll create weekly audits for over due daily evaluations and bi-weekly audits for overdue supervisor bi-week ly evaluations. B. In the event that an evaluat ion is past due, the Training Co ordinator shall notify the delinquent training o fficer and his/her training ser geant, in writing, via an inter-department al correspondence, of the follo wing: Field Services Page 3 of 3 02/10 (REV 2/08) 1. The date of the pas t due evaluation(s). 2. The name of the trainee for whic h the evaluation(s) is past due. 3. The date the completed evaluat ion must be submitted (general ly within two weeks from the notice). 4. If the past due evaluation is not submitted by the date spec ified, the Training Coordinator shall notify the division executive lieute nant, in writing that the Field Training Officer failed to comply to the request of submitting the past due evaluation. C. When a training officer has r eceived three past due notifica tions from the Training Coordinator it may be grounds for reassignment from th e training officer program. D. The Training Coordinator sha ll submit a monthly "trainee sta tus report" to the Chief of Field Services and to the affected patrol commande rs and watch commanders. 1. The status report shall be subm itted no later than the tenth day of each month. E. The Chief of Field Service s and the affected field commander s and watch commanders shall be kept informed of the trainees' progression and any problems that may develop. F. The Training Coordinator sha ll utilize the trainee’s evaluat ions to complete formal documentation for an admin istrative heari ng with the div ision commander. G. Prior to any transfers, the Tr aining Coordinator shall exami ne the folders of the trainees to be transferred . The folders shall be comple te and any discrepancies shall be resolved.
