Correctional Services Page 1 of 3 2/10 (Rev 11/2010) MJ/RCCC OPERATIONS ORDER Key Control and Equipment Issuance The purpose of this Order is to standardize the inventory, issu ance and control of security keys, assigned equipment, locks, and lockers at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Keys/Equipment/Locks/Locker Issuance A. Upon being assigned to the Main Jail or RCCC , each employee shall go through the division administrat ive sergeant or his/her designe e for issuance of keys, equipment, and a lock/locker. All equipment is the responsibility of each employee. B. All facility issued keys and equipment issued to an employee shall be accounted for on the “Employee E quipment” form. Different clas sifications of employees are issued different keys. Additional keys will n ot be issued to an employee, unless authorized by the division commander or his/her designee. C. All lockers are assigned by the administrative sergeant or d esignee. A change in locker assignment requires his/her approval. Only th e lock issued with the locker is approv ed and no personal locks will b e allowed. D. If a key or equipment is broken, it must be returned to the administrative sergeant or designee before a replacement is issued. E. When the employee transfers to another division or leaves co unty employment, the issued keys and equipment shall be returned to the administrative sergeant o r his/her designee. 1. The employee’s personnel file shall be kept at his/her previ ously assigned facility, until all equipment and keys are returned . II. Key Control Stations A. Several locations exist withi n each facility that may be con sidered “Key Control Stations”. Key Control Stations minimally include: 1. Central Control, Court Cont rol, Public Counter at the Main Jail. 2. Booking Control, Watch Office at the RCCC. Correctional Services Page 2 of 3 2/10 (Rev 11/2010) MJ/RCCC 3. Armory, Booking Areas, Kitchen Areas, Housing Unit Control Rooms at the Main Jail and RCCC. III. Procedures for Key/Equipmen t Handling and Missing Equipmen t/Keys A. Custody Staff shall be responsible for the proper handling o f facility keys/equipment to maintain acc ountability and safeguard against k e y duplication. Custody staff shall: 1. Inventory all keys/equipment under his/her control at the be ginning and ending of watch. 2. Take precautions when using and discussing keys/equipment in t h e presence of prisoners includi ng properly securing keys/equipmen t. 3. Return all housing unit key sets/equipment to his/her assign ed housing unit when leaving the facilit y and at the end of watch. 4. NOT leave keys/equipment unattended or allow prisoners to handle facility keys/equipment. 5. NOT use keys/equipment in a manner inc onsistent with the intended use. 6. NOT remove housing unit key sets/equi pment from the facility, exce pt for repair or at the dire ction of a supervisor. 7. NOT duplicate any facility key or lock without division commander approval. B. In the event an employee lose s a personally issued key set/e quipment or a housing unit key set/equipment is found to be missing, custod y staff shall: 1. Conduct an appropriate search. 2. Make a verbal report to a su pervisor who will determine the appropriate course of action. This may include a lockdown and a search of the housing unit or area where the keys were last see n. 3. Document the incident. Require d documentation shall include , a housing unit log book entry, an Inter-departmental Corresponden ce (IDC) to the supervisor and Watch Summary Log (“Green Sheet”). 4. A Crime Report, Incident Report and/or an Incident Report De tail (PF-10) may also be required. Correctional Services Page 3 of 3 2/10 (Rev 11/2010) MJ/RCCC IV. Replacement Equipment (Main Jail) A. In the event any tool or other useable piece of equipment be comes unserviceable or destroyed, the staff member in possession of t he item shall: 1. Secure the item and all remaining pieces 2. Notate the item number and disposition in the work station l ogbook 3. Write an IDC to the Tool C ontrol Officer identifying: a. The item description b. The item identifying informa tion (Barcode or etching) c. Justification to replace the item 4. Deliver the item and IDC to the Tool Control Officer 5. The Tool Control Officer shall be responsible for: a. Removing the item from inventory b. Ensuring the item is delivered to the SSD Property Warehouse for destruction c. Entering a new item, with proper justification, back into th e work station inventory B. This procedure shall be applicable to the following: 1. All sworn custody Mai n Jail Division staff 2.
