OPERATIONS ORDER
Metal Detector and X-Ray Machine Operation
The purpose of this Order is to s tandardize the procedures for the operation of the metal
detectors and X-ray machines that are available at the Main Jail and the Rio
Cosumnes Correctional Center (RCCC).
I. Policy
All persons, other than sworn staff or uniformed personnel assi gned to the facility, shall
be required to pass through a metal detector and shall have all personal property
screened through an X-ray machine. II. Equipment and Location
A. At the Main Jail, one (1) stationary walk-thr ough metal detector and one
(1) conveyor belt X-ray machine is located in the public lobby.
B. At the RCCC , one (1) stationary walk-through metal detector is located in
the Gatehouse. One (1) X-ray machine is located within the fac ility and is
generally used for examining commissary packages.
1. Hand held “wand” metal detector devices are available at eac h
facility.
C. Additional stationary walk-t hrough metal detectors may be lo cated
throughout the secured areas of the facility. These metal dete ctors are
generally used for the screening o f prisoners dressed in prison er clothing.
III. General Procedures
A. Custody staff operating the stationary metal detector and/or X-ray
machine shall constantly monitor the equipment.
1. Staff shall stand in a position next to the metal detector w here
his/her uniform or equipment does not interfere with the machin es
operation.
2. Staff shall stand in a position near the X-Ray machine where
he/she is able to monitor items placed onto the conveyer belt a nd
where he/she can view the screen.

B. Persons requesting entry into the facility shall be instruct ed to remove all
metal items from his/her pers on before passing through a metal detector.
The items shall be placed onto t he conveyor belt and sent throu gh the X-
ray machine.
1. Weapons (i.e., firearms, knives, mace, etc.) shall NOT be allowed
beyond the security checkpoints ex cept by sworn law enforcement
personnel or Sheriff’s Security Officers in accordance with
Operations Order 2-04-Wea pons, Tactical Weapons and
Specialized Equipment .
C. Before being allowed into a housing unit, prisoners shall be required to
pass through a stationary metal detector and/or subjected to a hand held
metal detector search.
D. Persons unable to successfully pass through the metal detect or are
required to submit to a pat-dow n and/or hand held metal detecto r search.
E. During operation of the above machines, high voltage and/or radiation
may be present. Custody staff shall NOT open, or allow unauthorized
persons to open, any access panels on the machines.
F. In the event an item becomes stuck inside the X-ray machine, t h e
machine shall be turned off before any attempt is made to retri eve the
item(s). Staff shall not reach into the machine during operat ion.
IV. Radiation Film Badge
A. Personnel operating an X-ray machine shall wear a radiation film
badge at all times du ring its operation.
B. The Fiscal Officer is respons ible for ordering, issuing and inventorying of
the badges. The following procedur es shall be followed when iss uing
Radiation Film Badges: 1. A custody supervisor shall co ntact the Fiscal Officer either i n
person or in writing to request the issuance of a badge for appropriate personnel.
2. Employees are required to exchange his/her badge at the
beginning of each month for a new one.
3. The Fiscal Officer will mail the used badges to the contract
company each month for analysis.
C. The following procedures wil l be taken in the event a badge analysis
indicates an abnormal amount of radiation:

1. The contract company will ver bally notify the division’s
administration who wi ll then notify the empl oyee’s supervisor.
2. The employees supervisor shall:
a. Notify the affected employ ee and give the employee the
option to seek his or her own medical advice.
b. Advise employee to contact Sacramento County Office of
Risk Management for follow-up procedures.
c. Ensure a California Occupational Safety and Health
Administration (Cal OSHA) Rep ort and Inter-Departmental
Correspondence is completed and submitted to the division’s
administration.
D. Issued radiation film badges are to be stored in the employe e’s locker
when not being worn, and are not to be taken out of the facilit y or shared
with other employees.
E. Badges must be kept away from other sources of X-rays, direc t sunlight,
open flames, excessive heat and moisture.
V. Inoperative Equipment
A. Custody staff noticing an inoperative metal detector machine or device or
X-ray machine shall notify Centra l Control at the Main Jail or Booking
Control at RCCC and an on-dut y facility supervisor.
1. Custody staff shall also complete a “Maintenance Request” fo rm an
forward it to the Projects O fficer or designated staff.
B. Custody staff shall use a hand held metal detector to screen visitors and
shall also physically inspect all personal belongings and hand carried
items.
