Detective Division Page 1 of 3 2/08.0 (REV 2/97) SEXUAL AND ELDER ABUSE BUREAU The purpose of this order is to outline the duties and responsi bilities of the Sexual and Elder Abuse Bureau. I. General A. The Sexual and Elder Abuse Bureau is responsible for the inv estigation and apprehension of those responsi ble for the following offense s: 1. All sex crimes or a ttempted sex crimes involving victims ove r he age of 14, including: a. Rape b. Spousal rape c. Attempted rape d. Sexual battery e. Oral copulation f. Sodomy g. Unlawful sexual intercourse h. Penetration by a foreign object i. In-custody sexual assaults j. Peepers/prowlers k. Kidnap when specifica lly sexually motivated l. Stalking when specific ally sexually motivated 2. All reported indecent expos ures (Section 314 PC). Detective Division Page 2 of 3 2/08.0 (REV 2/97) 3. The bureau will inve stigate crimes committed against depende nt and elderly adults as codified u nder Section 368 PC which inclu de the following circumstances or conditions: a. Person(s) causing unjustifiabl e physical pain and/or mental suffering b. Person(s) causing an elder or dependent adult to be placed in a situation or condition tha t endangers his or her person or health. c. Theft or embezzlement of proper ty belonging to an elder or dependent adult. 4. “Elder” refers to any person 65 years of age or older. “Depe ndent adult” refers to any person 18 to 64 years of age who has physi cal or mental limitations which res trict his/her ability to carry o ut normal life activities, or to protec t the rights of the dependent adul t. B. Responsibilities of the bureau commander: 1. Ensure the complete and proper disposition of all duties ass igned to the bureau. 2. Inspect personnel and equipment. 3. Ensure the functions of t he bureau adhere to department and bureau mandates. 4. Review and update all bureau orders and in itiate new orders as necessary. 5. Assign and monitor the work of supervisors assigned to the b ureau. 6. Review the progress and final disposition of cases and provi de direction and assistance where necessary. 7. Ensure accurate statistics are maintained. C. The bureau sergeant reports d irectly to the bureau commander . Responsibilities o f the bureau sergeant: 1. Supervision and direct ion of field officers. 2. Assist and provide guidance in locating and apprehending kno wn subjects. Detective Division Page 3 of 3 2/08.0 (REV 2/97) 3. Train and evaluate subordinates. 4. Assign all cases for investi gation within assignment/managem ent standards of the division. 5. Monitor caseloads and progre ss to ensure each case is comple tely and thoroughly investigated. 6. Ensure investigations are c onducted in a timely manner and c ase closures are timely and appropriate. D. After Hours Assistance 1. All requests for Sexual and Elde r Abuse bureau assistance af ter normal working hours shall be cl eared through the sergeant, or if the sergeant is not availa ble, the bureau lieutenant.
