Bidding for Patrol Area Positions
The purpose of this order is to establish a procedure for biddi ng for patrol positions.
I. General
It is the policy of Field Service s to fill vacant patrol office r and patrol sergeant
positions (and the assigned days off for each position) by a bi dding process.
Seniority will determine the "wi nner" of the bid. For patrol o fficers, seniority is
defined as the date of hire as a regular deputy sheriff. For s ergeants, seniority is
defined as the date of promotion . In cases where two individua ls have the same
date of hire or date of rank, the original position on the elig ibility list for
employment or promotion shall determine the winner of the bid.
A. When a patrol officer or ser geant position is vacated, the d ivision
commander shall notify the Field Se rvices Administrative Lieute nant
responsible for posting bids.
B. Bid sheets shall be posted on t he Sheriff’s Department inter nal website.
Bids remain open for a period det ermined by the Chief of Field Services or
his/her designee. The effective date for reassignment to the n ew position
is a minimum of five (5) days a fter the closing of the bid, and will occur on
a Sunday (for reassignments bet ween different budget units, the effective
date must coincide with the begi nning of a new pay period.)
C. A person designated by the di vision commander shall make a r easonable
effort to ensure that any offi cer or sergeant on 4850 leave who is eligible
to bid on a vacant position (i n compliance with section II) is informed of the
vacancy, either by letter or personal contact, and given an opp ortunity to
bid during the open period.
D. On the closing date of the bi dding period, the Field Service s
Administrative Lieutenant shall determine the winner of the bid . It shall
then be posted on the Sheriff’s Department internal website. Th e affected
patrol commanders or their desi gnee will notify the officer or sergeant of
assignment to the new position and the assigned days off a mini mum of
five (5) days prior to the assi gnment. The officer or sergeant may waive
the five day notice requirement i n the event notification was m ade less
than five (5) days.

E. A less senior officer or ser geant on a watch who is not assi gned to a
permanent patrol position may be temporarily reassigned to fill the
vacancy within the same division that is created by awarding th e bid.
F. A newly assigned officer or sergeant to a watch may occupy a ny open
position on a temporary basis unt il the bidding process is comp leted.
II. Personnel Requirements
A. Officers or sergeants assigned to a particular Field Service s Division may
bid for any open position (on any w atch) within Field Services.
B. Deputies who are reassigned to F ield Services from another s ervice area
within the department must complet e the field training program and be
finalized before they may parti cipate in the bidding process.
C. Officers or sergeants assigned to a specialized unit within a Field Services
division must first be permanently transferred to work as a fie ld officer or
sergeant before being allowed to participate in the bidding pro cess.
III. Exceptions
In cases of unusual or extenuati ng circumstances, and at the di scretion of the
Chief Deputy for Field Services, deviations from the foregoing procedure may
occur, with reassignments made as required to meet existing nee ds.
