Detective Division Page 1 of 1 2/06.1 (REV 6/98) PAWN SHOP/SECONDHAN D DEALER DETAIL The purpose of this order is to o utline the responsibilities an d duties of the Pawn Shop/ Secondhand Dealer Detail. I. General A. The geographical area of responsibility of the Pawn Shop/Sec ondhand Dealer Detail encompasses all of the unincorporated area of Sac ramento County. The duties of thi s detail are as follows: 1. Identification and in vestigation of stolen property that is commonly disposed of through pawn shops and secondhand dealers. 2. Assist local and outside agency investigators with the ident ification and recovery of stolen property. 3. Ensure that businesses that f all within the definition of se condhand dealer or pawn broker are proper ly and currently licensed throu gh the Sacramento C ounty Treasurer’s Office and through the Department of Justice. 4. The detail serves as the keeper of records for files mandate d by law for pawnbroker and secondhand dealer reports of transaction s. 5. Ensure the due process rights of victims, brokers and dealer s, and Sacramento County are addressed and ensure co mpliance with all applicable laws. 6. Provide necessary training and legal updates to affected department personnel who, in the c ourse of their duties, intera ct with victims and pawn broker s and secondhand dealers.
