BUSINESS LICENSES
I. Card Room/Dance/Master Solicitor/Tavern
A. The applicant must have two pi nk copies of their application forms issued by
the Sacramento County Tax Collector’s busin ess license bureau. Check
these forms to determine if the applicant is required to pay a fee for
processing through the Departmen t of Justice. If s o, inform the applicant of
this fee and the amount. Tell t he applicant this fee may be pai d in the form
of a check or money order. Note : Refer to lists of businesses requiring
owner/operator non-criminal state record checks.
B. Partnerships – a ll partners are to com plete an information f orm.
Corporations – only one corpor ate member need complete the app lication
forms.
C. Have the applicant(s) comple te the information sheet and bus iness
information sheet. If the applicat ion is for a business license that allows the
serving of alcohol, the applican t must also complete one supple mentary
information form for tavern lic ense. If the application is for a master solicitor
license, the applicant must complet e a supplementary informatio n form.
D. Call Records for a prior fingerprint number or any outstandi ng warrants.
E. Use the prior fingerprint number if available. If not, a new number will be
issued by Records personnel. Take a photograph and flat impress ion
fingerprints on the back of the information sheet (each partner or partners).
All applications requiri ng a clearance must have a fully rolled set of
fingerprints along with the required fee.
F. Staple all papers together and place them in the business li cense pending
basket for further processing by Special Investigations.
G. When the application is retur ned by Special Investigations, the fingerprint
card must be completely typed and forwarded to the Department o f Justice.
These applications are held in t he “pending returns from DOJ” b asket until
the information comes back from DOJ. The information is then at tached to
the corresponding app lication and placed in the business licens e basket for
further processing by Spec ial Investigations.

H. When applications come back approved or disapproved from Spe cial
Investigations, they are initial ed and a 3” x 5” index card is typed for the
Records master name index file. This incl udes the date of appli cation and
the name of the business. A second 3” x 5” card i s made for the Records
master name index file listing th e name of the business, busine ss address
and phone number, owner(s) name and address (if different), any
partner(s), and the fingerprint number.
I. All papers shall be stapled together and sent to Records for filing in the
personal history folder.

I understand that Sacramento County Code Section 5.04.390 requi res each employee of this firm who sells, solicits, or takes or ders for goods, wares,
merchandise, books, periodicals, subscriptions, photographs or services from private residence to private residence within thi s County must first obtain
a written solicitor’s permit pursuant to this Section; that eac h person or business having a license under the provisions of t his Section shall produce
and exhibit the same whenever required to do so by any law enfo rcement officer, and that failure to comply with the provisions of this Section
constitutes a misdemeanor.
I also understand that County Code Section 9.20.010 makes it a misdemeanor for any person to make a false or fraudulent statem ent, or any false or
misleading writing or document i n any matter or proceeding with in the jurisdiction of any depar tment or agency of the County o f Sacramento.
