Court Security Division Page 1 of 10 2/04 (REV 6/11) Duties: Holding Area Officer The purpose of this Operations Or der is to establish the genera l duties and procedures for Deputy Sheriffs assigned to hol ding area duties at any Sacr amento County Superior Court facility. I. Policy The Sheriff’s court holding fa cilities shall be operated in a manner that meets the minimum requirements set forth by the Board of Corrections whe re they are applicable. The Sheriff’s Depar tment shall maintain a safe an d secure temporary holding facility for inmates attending court proceedings and f or those individuals arrested or remanded into cus tody by judicial order. II. Authority for Compliance A. A “Court Holding Facility” is defined as a loc al detention f acility built after January 1, 1978 used for the conf inement of adult persons solel y for the purpose of a court appearance for a period not to exceed 12 hou rs. 1. California Code of Regulatio ns (CCR), Title 15, Division 1, Chapter 1, Subchapter 4, Minimum (Jail) Standards for Local Detention Facilities, Article 2, Section 1006. a. Facilities cover ed by this section: (1) Lorenzo E. Patino Hall of Justice (opened 1989) (2) Carol Miller Justi ce Center (opened 1991) (3) William R. Ridgeway Family Courthouse (opened 1999) b. Facilities not covered by this section: (1) Gordon D. Schaber Cour thouse (opened 1965) (2) B.T. Collins Juvenile Courthouse (opened 2005) B. The Board of Corrections sha ll inspect each local detention facility in the State once every two years. Court Security Division Page 2 of 10 2/04 (REV 6/11) 1. Penal Code §6031. C. The County Health Officer sha ll investigate health and sanit ary conditions in every county jail at least annually. 1. Health and Safety Code §101045 D. The State Fire Marshal or des ignee (local fire district) sha ll inspect every jail or place of detention at l east once every two years. 1. Health and Safety Code §10146.1(b) II. Holding Cell Assign ments and Capacities A. Gordon D. Schaber Courthouse 1. Inmates shall be initially detained in the North Tank area. a. Those appearing in Department s 3 or 4 shall remain in this holding area. ( 1 ) I n m a t e s r e q u i r i n g s e p a r a t i o n s h a l l n o t b e d e t a i ned in t h e G eneral Population tank. b. Those that require civilian attire for their court appeara nce and/or are appearing in other departments shall be moved to t h e S o u t h T a n k . 2. There are eight holding tanks located in North Tank and four holding tanks in South Tank. B. Lorenzo E. Patino Hall of Justice 1. There are eight court holdi ng cells located in the basement of the Main Jail. C. William R. Ridgeway Fam ily Relations Courthouse 1. There are five holding ce lls for separation purposes. D. B.T. Collins Juvenile Courthouse 1. There are four holdi ng areas in this facility. a. There are two holding areas on the second floor. (1) The west holding area serves Departments 90 and 91. Inmates shall be detained in the General Population tank. a. Inmates requiring separati on shall not be detained in the G eneral Population tank. 2. There are three holding cells. III. Required Training A. Officers and the facility s upervisors assigned to supervise in-custody defendants detained in court holding cells shall complete eight hours of specialized training. The traini ng shall include, but shall no t be limited to: 1. Applicable Minim um Jail Standards 2. Jail operations liability 3. Inmate segregation 4. Emergency procedur es and planning 5. Suicide prevention a. CCR, Title 15, Minimum (Jail) Standards, Article 3, Section 1024. B. Personnel assigned to the Ho lding Area shal l be deputy sheri ffs. IV. Basic Operations A. Control of Weapons 1. The holding officers shall no t have any weapons in their pos session while
