Security Services Page 1 of 2 02/03 (REV 01/06) Access Control Badges The purpose of this Order is to outline the procedures to be fo llowed when distributing and controlling a ccess badges at any Security Serv ices Bureau contract facility. I. General Sacramento County departm ents use several different types of ac cess badges. They may be monitored by a C-Cure access recording system. In many cases, these ac cess badges function as buildin g keys with different level s of building access. II. Access Badges The title and purpose of access badges are as follows: A. Managers, supervisors, and selec t line staff employees who h ave twenty-four hours access. B. Regular employees whose acce ss is limited to operational hou rs. C. Temporary badges issued by facili ty or security staff to reg ular employees who have lost their permanent badges. D. Temporary badges issued by facili ty or security staff to vis itors such as vendors or employees of contracted agencies. III. Issuing Access Badges Prior to issuing any badge, Secur ity Services Bureau personnel shall: A. Verify that the individual i s authorized access to the facil ity. B. Verify identificati on using the following: 1. California driver’s license. 2. Other appropriate governmen t issued photo identification. C. The following information shall be logged: Security Services Page 2 of 2 02/03 (REV 01/06) 1. Time and Date 2. Name 3. Date of Birth 4. Type of badge issued 5. Facility escort name if necessary. 6. Number on the badge issued D. Security Services Bureau pers onnel shall take possession of the individual’s qualifying identific ation to be returned to the in dividual upon the return of the assigned temporary badge to Security Services Bureau personnel. Secur ity Services Bureau personnel shall never accept any personal property other than identificat ion for the issuance of a temporary badge. E. If necessary, ensure an escort for the visitor. IV. Returning the Access Badge Upon the return of any temporar y access badge issued by Securit y Services Bureau personnel, Securit y Services personnel shall lo g the time the access badge is returned and shall return the individu als qualifying ident ification. V. Access Security Access activity shall be randomly and consistently monitored by Security Services Bureau pers onnel. Access security shall incl ude: A. Routine foot patrols of both the interior and exterior of th e facility. B. Consistent monitoring of both interior and exterior closed c ircuit television. C. Confirmation that regularly a ssigned employees display their access badges at all times as req uired by the contract agency’s policy. D. Confirmation that the employ ee using the access badge is the assigned user. E. Confirmation that visitors hav e an escort from the contact a gency when necessary.
