Radio and Central Control
The purpose of this order is to o utline the procedures which sh all be followed by
the Security Services Bureau Cent ral Control Dispatch Center.
I. General
It is Security Services Bureau policy that personnel assigned t o Security
Services Bureau shall follow all Field Services radio procedure s except
when in direct conflict with Securi ty Services Bureau Operation s Orders.
II. Channel Designation
All of the Security Services Bureau radios have been mapped to include
channels most commonly used by Sec urity Services Bureau in a zo ne
labeled *SSB*. This zone incl udes the following modes:
A. (SD 1) Sheriff’s North Radio B. (SD 2) Sheriff’s East Radio C. (SD 3) Sheriff’s South Radio D. (SD 4) Sheriff’s South Radio E. (SD 5) Sheriff’s Records F. (SD SC2) Security Se rvices Bureau Control
G. (ST 3) Non-Repeater Channel H. (SP 1) Sacramento Po lice Department (SPD) North
I. (SP 2) SPD Open Channel J. (SP 3) SPD Downtown K. (SP 4) SPD South L. (SP 5) SPD South East
M. (SP 6) SPD East N. (SD T2 E) Sheriff’s Tactical O. (SD T3 S) Sheriff’s Tactical P. (ST 6) Sheriff’s Open Channel
III. Security Services Bureau Central Control Operations
The Security Services Bureau Cent ral Control shall be located a t 2450
Florin Road unless otherwise dire cted by a Security Services Bu reau
supervisor. Central Control wil l operate between the hours of 0600 hours

to 2030 hours unless otherwise dire cted by a Security Services Bureau
supervisor. Central Control s hall be manned by at least one Se curity
Services Bureau Security Office r or Deputy at all times. The d oors to
Central Control shall remain c losed and locked at all times. O nly
authorized personnel shall be gr anted entry. All non-Security Services
Bureau personnel granted entry s hall be logged in and out of th e Central
Control log book.
General operations of Cent ral Control include:
A. Responding to requests by officers in the field.
B. Making appropriate notifications for assistance when needed.
C. Logging all pertinent informati on related to officers into t he Central
Control Logbook.
D. Logging all in-service and out -of-service times on the desig nated log
sheet.
E. Receiving urgent phone calls a nd notifying the appropriate S ecurity
Services Bureau personnel and/or outside services.
F. Notifying a Field Supervisor and/or Field Deputy when necess ary.
IV. Radio Protocol
A. Security Services Bureau pers onnel assigned to any facility with the
primary purpose of providing secur ity shall monitor the Securit y
Services Bureau Central Control channel SSB SD SC2 during their
assigned shift unless otherwise di rected by a Security Services Bureau
supervisor. Officers working the Sienna Vista Project are exem pt and
will utilize the appropr iate Sheriff’s Dispatch Channel. Addit ionally,
officers utilizing the Security S ervices Bureau Central Control channel
SD SC2 shall notify control regarding any of the following:
1. In-service and out-of-service status 2. Medical emergencies 3. Suspicious contacts 4. Vehicle stops 5. Work actions or protest gatherings 6. Facility or bu ilding evacuations
7. Requests for assistance 8. Emergency situations or responses 9. Any situation which should otherwise be permanently document ed
in the Central Control Logbook.
B. Security Services Bureau c hannel SSB ST3 is not a repeated c hannel.
This channel cannot be monitored county-wide and shall only be used
for matters not covered in Secti on IV, Sub-Section A of this or der.

V. Fail-Soft Operations
When the county radio system suffe rs software or other damage, it may
automatically resort to fail- soft operations mode. A fail-soft warning will
appear on the radio an d other Sheriff’s c hannels will share SSB Controls
channel. When this occurs, all officers shall continue normal operations.
Officers should limit radio us e to urgent requests only.
VI. Use of Other Dispatch Channels
Nothing in this policy shall prec lude any Security Services Bur eau
personnel from utilizing either a Sheriff’s dispatch channel or any outside
agency dispatch channel at their di scretion. When using dispat ch
channels, Security Services Bureau personnel shall:
A. Only use when it is safe to do so. B. Notify Security Services Bur eau Central Control of the switc h to
another channel.
C. Remain on the dispatch channel until the conclusion of the m atter.
D. Notify the dispatcher of log- off status and intent to return back to
Security Services Bureau Central Control channel.
E. At the conclusion of the matter , advise Security Services Bu reau
Control of the reason for the switch to another dispatch channe l and
the disposition.
