Duties: Control Officer
The purpose of this Operations Or der is to establish the duties and procedures for
personnel assigned to Court Contro l operations at Sacramento Co unty Superior Court
facilities. I. Policy
A. Court Control operations are an integral component of Court Security.
Personnel assigned to this func tion must be able to multitask to ensure the
safety of Sheriff’s employees , court staff, and the public is not
compromised.
II. Control Room Equipment
A. Court Control officers have t he following equipment responsi bilities:
1. Monitoring facility surveillance cameras. 2. Retrieve recorded video, and transfer to DVD (or other forma t), as
requested.
3. Communicating through the use of the facility’s intercom sys tem.
4. Answering telephones
a. Addressing questions from various customers. b. Forwarding in-coming calls to specific locations. c. Contacting outside agenc ies for assistance.
5. Dispatching personnel to inc idents/assignments and respondin g to
inquiries through the use o f the Sheriff’s radio system.
a. Includes broadcasting to outside agencies in critical
incidents.
6. Monitoring the facility’s security alarm system.
a. Activating and deactivati ng the system, as applicable.

c. Responding to door alarms.
7. Operating the Sheriff’s com puter network which includes:
a. Jail Inmate Management System (JIMS) b. California Law Enforcemen t Telecommunication System
(CLETS)
(1) DMV inquiries (2) CII inquiries
c. Sheriff’s Known Pers ons File system (KPF)
d. SSD Web
(1) Investigative Tools – Facial Images
8. Operating the facility’s control panel
a. Unlocking electronic security doors, where applicable. b. Activating electric gates, where applicable.
c. Controlling elevators, where applicable.
III. Other Duties As Required
A. General Responsibilities
1. Court Control will open no late r than 0700 hours or as deter mined
by the facility commander.
2. Make adjustments to the daily work assignment schedule, as
needed, with concurrence of t he scheduling supervisor.
3. Assign the necessary number of escort officers to take inmat es to
court.
4. Maintain logs/records o f important daily events.
5. Contact the appropriate maintena nce entity and coordinate ro utine
facility repairs.
6. Ensure that all inmates are removed from the holding areas a t the
end of the day.

of all events which are unusual a nd may have an impact on the
safety or security of the facility.
B. Gordon B. Schaber Courthouse
1. Review court calendars and l og all inmates scheduled to appe ar in
the courts.
a. Other than those serviced by the holding areas (Depts 3, 4,
8, and 9).
2. Maintain liaison with Jail Court Control, short-haul transpo rtation,
and the court inmate holding areas to ensure inmates arrive in their
assigned court at the appropriate time.
C. Lorenzo E. Patino Hall of Justice (Main Jail)
1. Prepare daily inmate appear ance list for distribution.
a. Short-Haul Transportation. b. Attorney visits. c. Court appearances.
2. Request inmates from Main Jail floors. 3. House inmates in the Holdi ng Area based on classification.
4. Check in and log attorney visits
a. Assign interview booths b. Monitor times of interviews
5. Announce inmates for cour t (Departments 60 through 63)
D. B.T. Collins Juvenile Courthouse
1. Coordinate with Long-Haul Tr ansportation (adult detentions a nd
remands).
2. Coordinate juvenile remands with deputies and Probation staf f.
3. Coordinate deputy backup requests.
4. Coordinate and monitor juv enile ward movement between
Probation staff and hol ding tank deputies.
5. Monitor the fire alarm and em ergency power generator systems .

1. Responsible for daily work assi gnments, scheduling and other
related duties.
2. Assume decision making respons ibility necessary to coordinat e the
activity of the Court Security Division when a supervisor is
unavailable.
3. Modify the work schedule as needed to reflect the day’s sche dule
and covering those who have called in sick.
4. Arrange and control movement o f persons in secure areas to
ensure that security is not com promised. Court Control is the
secondary operator of secure ar eas when an officer is working i n
the holding area.
F. Carol Miller Justice Center Courthouse
1. Coordinate transportation for remands/arrestees.
IV. Personnel Authorized to Operate Court Control
A. Deputy Sheriffs
1. Includes Reserve Deputy Sheriffs
B. Sheriff’s Security Officers
X. Activity Reports
A. As directed, Court Control Of ficers may be required to comp lete an
Activity Report to log the functions they perform.
