Page 1 of 2 1/24 (REV 10/93) Jail Industry Program The purpose of this Order is to e stablish the Sacramento County Sheriff’s Department Jail Industries Program in comp liance with Chapter 2.150 of the Sacramento County Code. I. General A. The mission of the program is to encourage inmates to develo p skills and work experience that will enhanc e their ability to find employm ent after release from custody. The Jail Industry Program provides meani ngful training and work experience to qualified inmate s who volunteer to participate in such programs. The program will endeavor to gen erate revenue to offset the cost of inc arcerating the inmates partici pating in the program. II. Establishment A. The Jail Industry Program is es tablished to provide particip ating inmates with appropriate vocational and related skills to assist them i n finding gainful employment upon their rel ease from custody, and assist in their own rehabilitation in order to bec ome responsible law-abiding c itizens. B. The Jail Industry Program may enter into co ntracts with publ ic entities, non-profit or for-prof it entities, organizations or businesses for the purpose of conducting programs which use inmate labor. Industry progra ms shall be selected based on the following criteria: 1. The value of the training to i nmates in terms of providing u sable vocational and related skills; and 2. The demand for services and products. B. Inmates participating in the Jail Industry Program must also take part in academic and “life skill” classes. D. Selection of inmates for vol untary participation in the indu stry program will be accomplished in accordance wi th the facility work assignment classification procedure. Page 2 of 2 1/24 (REV 10/93) III. Location A. Jail Industry operations may be located in any Sheriff’s Dep artment facility and at such off-site locations a s deemed appropriate by the She riff. IV. Staffing A. Jail Industry Program staffi ng includes county staff, instru ctors from the Elk Grove School District Adult E ducation Program, qualified vo lunteers and such other persons as deemed appropriate. V. Advisory Board A. The Sheriff shall appoint a ten member advisory board. The board shall represent the county’s population as a whole including represen tatives from county government, the busine ss community, organized labor , education, job training and employ ment, California Prison Indus tries and the Sheriff’s Department. B. The Advisory Board shall have the following responsibilities : 1. Review and make r ecommendations on all proposed industry tra de areas; 2. This review should include feas ibility as well as social and economic impact; 3. Review existing programs year ly to determine the advisabilit y of continuance; 4. Make recommendations for new industrial programs; and 5. Perform such other functions as requested by the Sheriff. C. The Advisory Board will meet a t least quarterly. Six (6) me mbers shall constitute a quorum. VI. Trust Fund A. All revenue and expenditures associated with the operation o f the Jail Industry Program shall be account ed for in a trust fund establi shed in the County Treasury. B. The County Auditor-Controller shall audit such fund on an an nual basis with the cost of such audi t to be charged to the fund.
