INTRA-DIVISION TRANSFERS
The purpose of this order is to establish procedures for reques ting an intra-division
transfer. I. General
Assignments and reassignments ar e made at the discretion of the division
commander.
A. Detective Division personnel w ho want to be considered for r eassignment
from one bureau to another shall complete the following process :
1. Submit a memo to the divi sion commander requesting a transfe r to
the preferred bureau. If the employee request s transfer to more
than one bureau, the bureaus shall be listed in order of prefer ence.
2. Submit copies of the memo to the employee’s immediate
supervisor and bureau commander and to the supervisor or
commander of the requested bureau.
B. There is no limit to the number of bureaus to which an emplo yee may
request to transfer. However, a ll bureaus must be listed on one memo and
only the most recent memo will be recognized. The submission of a
request to transfer will invalidate any previously submitted tr ansfer
request.
C. Employees who are interested in a reassignment should not wa it for a
vacancy to occur before submitting a transfer request. In filli ng vacancies,
there shall be no obligation to consider for transfer anyone wh o does not
have a valid request for transfer on file at the time the selec tion process
begins. The beginning of the select ion process shall be determi ned and
directed by the division commander.
D. A decision to transfer an em ployee may be made on the basis of the
employee’s valid transfer reques t on file. Therefore, it is the obligation of
the employee who has s ubmitted a transfer request to ensure the request
is current and accurately reflect s the assignment preference.

E. Sworn personnel who want to be considered for a detective as signment
outside of the Detective Division shall submit a Transfer Reque st form
(7415 Form 069) pursuant to Gener al Order 12/01, Promotion and
Request for Assignment Process.
F. In the filling of vacant per sonnel positions, the bureau com mander shall
provide a recommendation to t he division commander. That
recommendation shall include an a ssessment of all eligible divi sion
personnel (personnel who had an intra-division transfer request on file for
the affected position at the start of the se lection process). I n the event the
bureau commander recommends the vacancy be filled by someone
outside of the division and reco mmends the non-selection of eli gible
personnel within the division , the bureau commander shall provi de a valid
and substantial reason for the recommendation. Should the burea u
commander’s recommendation of non-selection be approved, the bu reau
commander shall advise the affe cted personnel of the reason.
