Correctional Services P age 1 of 3 1/17 (REV 12/10) MJ/RCCC OPERATIONS ORDER Operations Orders Review and Update The purpose of this Order is to outline the poli cy and procedur es for reviewing and updating operations orders for the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. General Guidelines A. In accordance with Title 15 of the California Code of Regulations, the operations orders will be reviewed at least quarterly. B. The Division Commander or des ignee will assign personnel to perform the review and update of the operations orders. C. Staff wishing to submit proposed changes to the operations o rders outside of the normal review process may do so by submitting an Inter-departmental Correspondence (IDC) describing the change and the reasons for the change. 1. Proposed changes may be subm itted as draft outlines. 2. Draft outlines must be accompanied by an IDC explaining the proposed changes. 3. An operations order t emplate is available as Appendix 12-R, Operations Orders Template. The draft template is labeled with the watermark label “DR AFT” across the page. II. Routing A. Proposed changes and updates to the operations orders will b e routed to the Assistant Division Commander and/or the Operations Lieutenant for the division, via the chain of command. Drafts submitted by s h i f t personnel will be routed to the Shift Watch Commander before submission to the Assistant Division Commander and/or the Operations Lieutenant . B. The Assistant Division Commander a nd/or the Operations Lieutenant will review the changes and updat es, and will submit the drafts to the Division Commander for review. Correctional Services P age 2 of 3 1/17 (REV 12/10) MJ/RCCC 1. If a proposed change is submitt ed, the facility administrati on will notify the other custody fac ility of the proposed change. C. When the Division Commander has completed the review of the draft, it shall be submitted to the Sher iff’s Department Legal Affairs Bu reau. 1. The Legal Affairs Bureau will review the draft and may compl ete changes and/or corrections or return the drafts to the Division Commander . 2. The Division Commander or designee will make any changes or corrections, or will assign staff to complete changes or correc tions to the drafts. D. The Division Commander will submit the corrected te ntative drafts to the Chief Deputy of Correctional Services and other appropriate managers for final review and approval. 1. The Chief Deputy of Correctional Services will have the final authority to approve or disappr ove the proposed changes and/or updates to the operations orders. 2. Approved changes will be resubmitted to all divisions by the Sheriff’s Department chain of c ommand. The changes should be communicated to all divisions to maintain lines of communicatio ns and to maintain consistency between facilities. 3. The Division Commander or designee will present the implemented changes to each divi sion at their next available briefings and in IDC form including the new orders. Additional training for affected personnel may be arranged as needed. 4. Each division will maintain records which indicate the compl etion of the review of the operations ord ers, regardless of whether chan ges or updates are implemented. The record of review will be kept b y the facility administration.
