CORRECTIONAL SERVICES Page 1 of 1 1/16 (REV 7/07) MJ/RCCC OPERATIONS ORDER Public Information Plan The purpose of this Order is to standardize the procedures for media access to the areas of the Main Jail and of the Rio Cosumnes Correctional Center (RCCC). I. Policy The Main Jail and RCCC are publicly owned but not open to public access. Media representatives are prohibited from recording, taping, broadcas ting, or photographing in any areas within either facility which are not accessible to th e general public to ensure security of the facility and safety of staff and prisoners, exc ept with the permission of the Chief Deputy of Corre ctional Services. II. General Procedures A. Requests for media access to the facilities will be made to the Chief Deputy of Correctional Services or designee. B. Events or situations which w ould warrant media access to the facilities include, but are not limited to noteworthy events or situations , educational program, health and medical care , housing/ environmental condit ions. C. Members of the media shall be screened to ensure they repres ent a bona fide news organization. D. The Division Commander of the facility may consider time of day access is requested, security issues, inte rference with ongoing programs, procedures, or other criteria wh ich may affect the approval pro cess. E. Media representatives shall be made aware no pictures of pri soners or staff will be permitted unless t he person(s) cannot be identifi ed and/or have signed a waiver. F. Access to the facility may be revoked at any time for violat ion of the approval agreement, security violations and/or interference wit h facility operations. This order does NOT preclude media access to prison ers under social visit regulations, in accordance with Operations Order 6-17, Social and Media Visits.
