OPERATIONS ORDER
Division Safety Program
The purpose of this Order is to outline the procedures for the administration of the
division safety programs at the Main Jail and the Rio Cosumnes Correctional Center
(RCCC).
I. Policy
The Sacramento County Sheriff’s Department recognizes that safe ty of employees,
inmates and the public depends upon the staff employing safe wo rk practices under
healthy working conditions in al l operations. The objective of the division safety
programs is to reduce accidents and injuries in the workplace a nd to ensure compliance
with the California Occupational Safety and Health Act and the California State Labor
Code. II. Safety Program Contents
A. The division safety program i ncludes facility inspections fo r unsafe or
unhealthy working conditions or p ractices including procedures to
document and correct any deficiencies.
B. The procedures also provide fo r documented safety training f or all Inmate
Workers housed or working in the Main Jail and RCCC .
III. Safety Officer Selection
A. The Division Safety Representat ive or “Division Safety Offic er” position
and alternate will be appointed by the Division Commander or De signee.
B. All watch Safety Officers shall be assigned by the watch com mander or
designee with input from the Division Safety Officer.
IV. Facility Safety Requirements
A. Duties of the Division Safety Representative and Alternate i nclude, but are
not limited to:
1. Coordinate with the Division Commander or designee to meet t he
goals of the Safety Program.
2. Monitor the Facility Inspection Program for health and safet y
issues.

MJ/RCCC 3. Identify and evaluate unsafe or unhealthful work practices o r
conditions and ensure that they are corrected in a timely manne r.
4. Develop training programs des igned to instruct employees in
general safe work practices.
5. Attend monthly Sheriff’s Department safety meetings.
6. Maintain the division safety records to include the “Califor nia
Occupational and Health A dministration 200” form.
B. Watch Safety Officers shall be responsible for the following :
1. Identify and evaluate unsafe or unhealthful work practices o r
conditions and ensure that they are corrected in a timely manne r.
2. The Watch Safety Officer will communicate safety concerns wi th
the Division Safety Representative.
3. Ensure that the docu mentation of Inmate Worker training is
recorded and filed with the division safety records.
C. All staff assigned to a facility shall be responsible for th e following safety
measures:
1. Division managers, supervisors and line staff shall be respo nsible
for complying with and, when appropriate, enforcing all safety rules
for their specific work area.
2. Failure to comply with or enforce safety rules may be cause for
disciplinary action.
