DEPARTMENT LIBRARY
The purpose of this order is to d escribe the operation of the D epartment Library which is
the responsibility of the administrative sergeant.
I. General
The department library is operated by the Division of Training and Reserve
Forces. The library is available for use by department personne l Monday through
Friday from 0800 to 1700 hours. Reference books, codes, magazin es, journals
and manuals covering a broad category of law enforcement subjec ts are
maintained in the library to p rovide personnel with a convenien t source of
information.
II. Indexing
A. Books within the library are coded as follows:
1. 1.0 – Introduction to Law Enforcement
2. 2.0 – Administration 3. 3.0 – Management 4. 4.0 – Supervision 5. 5.0 – Community Relations 6. 6.0 – Patrol Procedures 7. 7.0 – First Aid and Rescue 8. 8.0 – Mental Hygiene
9. 8.1 – Narcotics
10. 8.2 – Alcohol 11. 9.0 – Social Science 12. 9.1 – Criminology/Deviancy

B. Index cards are maintained fo r all books within the library. Index cards are
cross-referenced alphabetically and by the above coding system.
C. Reference books (codes, law dig ests, etc.) are indexed by ca rds
alphabetically.
D. Periodicals (magazines, manual s, journals, etc) are indexed by cards
alphabetically.
III. Loaning Procedures
A. Books are loaned to department personnel for a two-week peri od and a
limit of three books per subject area is imposed on each borrow er.
B. The inside cover of each book, manual, etc., (which is circu lated) contains
an index card. This card include s the following information:
1. Title of the publication 2. Author(s) 3. Name of the individual borrowing the publication
4. Date loaned

C. When a publication is loaned, t he index card will be removed from the
book/manual by the administrat ive sergeant. The name of the bor rower
and date loaned will be r ecorded on the card. These entries wil l be
initialed by the borrower. The borrower will be responsible for the prompt
return of the publication. The i ndex card will be filed by the day of the
month the publication is due (t wo weeks from the loan date).
D. When the publication is retur ned, the index card will be ret urned to the
inside front cover of the publication.
E. In the event a publication is not returned on the due date:
1. If the publication is not r eturned within five working days after the
due date, a letter will be sent to the borrower requesting the return
of the publication.
2. If the publication is not ret urned within five working days of the date
the letter was sent, the borrowe r will be restricted from borro wing
publications for a six-month peri od. This restriction will begi n at the
end of the fifth day allotted for return of the item. Note : This does
not prohibit those restricted fr om borrowing publications from using
the library for reference mate rials or reading circulating publ ications
while in the library.
F. If a borrower desires to renew a publication after the initi al two-week
period, he/she must return to t he Division of Training and Rese rve Forces
to renew the loan. No restriction is imposed on renewal unless the
publication has been reserv ed by another individual.
IV. New Publications
A. Upon receipt of a new publicat ion, the administrative sergea nt will code
the publication according to the established subject matter ind ex.
B. “Sacramento County Sheriff’ s Library” will be stamped in var ious locations
inside the publication.
C. Appropriate index cards will be prepared for the new publica tion.
D. The new publication will be shelved in the library according to the
appropriate subject matter.

V. Purchasing
A. Prior to the purchase of a new publication, the Division of Training and
Reserve Forces staff will eval uate its potential benefit to dep artment
personnel.
B. Purchases of new publications will be initia ted with a purch ase request.
C. All purchase requests are subj ect to the final approval of t he division
commander.
