Training Page 1 of 5 1/11.0 (REV 3/91) CERTIFICATION/PAY INCENTIVE COUNSELING The purpose of this order is to d escribe the procedure for coun seling department personnel relative to application for POST professional certifi cate and/or departmental pay incentive. I. POST Professional Certificates A. The counseling officer will det ermine which certificate is d esired by the applicant. B. The counseling officer will ev aluate the applicant’s eligibi lity for the desired certificate. 1. Determine the POST applicati on requirements for the desired certificate as outlined in the POST administrative manual and department General Order 1/09. 2. Determine whether the applican t possesses the appropriate combination of years of exper ience, training and education poin ts, and/or college degree (refer to the applicant’s departmental tr aining record). 3. Training and educat ion points may be us ed interchangeably on a one-for-one basis whichever is to the advantage of the applican t. 4. Qualified applicants will s ubmit one copy of the POST Application for Award of POST Certificate (see Appendix A) to the Division of Training and Reserve Forces. T he applications wil l be completed in the following manner: a. Complete the information r equired in boxes 1 through 23; sign and date box 24. b. Two completed applications a re required when applying for two certificates; e.g., Basic and Intermediate Certificates. 5. All training and education mus t be supported by copies of transcripts, degrees, diplomas, cer tificates of completion, and other verifying documents which will be attached to the application. The counseling officer will s ubmit the completed application and supporting documents to the adminis trative sergeant for final e valuation and approval prior to s ubmission to POST. II. Pay Incentive A. Pay incentive will be disbursed according to the following c riteria: 1. 5% for an AA degree or 60 semester units 2. 5% for a BA degree 3. 5% for a POST Inte rmediate Certificate 4. 5% for a POST Advanced Certificate B. The counseling officer will ev aluate the applicant’s eligibi lity for the desired pay incentive (reference General Order 1/09). C. Applicants for receipt of pay incentive will make applicatio n through the Division of Training and Reserve Forces using the Application for Pay Incentive form (see Appendix B). D. Applicants will submit the appropriate supporting documents; i.e., copies of transcripts, degrees, diplomas , etc., with the application. E. Pay incentive eligibility begi ns with the first bi-weekly pa y period after the submission of evidence of eligib ility to the Administrative Div ision. F. The counseling officer will s ubmit the completed application and supporting documents to the admin istrative sergeant for final e valuation and approval prior to submission to the Administrative Division .
