GUIDELINES FOR DIVISION PROJECT DEVELOPMENT
The purpose of this order is to describe the procedure for syst ematic development of proposals
for presentation to Sheriff’s Ex ecutive Staff and their subsequ ent implementation and
evaluation. I. Identification of Need
A. Furthers the accomplishm ent of the department’s mission.
B. Furthers the accomplishm ent of the division’s mission.
C. Feasibility. D. Ultimate benefit; is the desired effect attainable.
E. Program conc eptualization.

II. Staff Assessment, Research, and Development
A. Assessment of priorities and research considerations.

B. Development of written proposal
1. Rough draft – submit to execu tive lieutenant for approval us ing the
approved format (see Appendix A).
2. Proposal finalized for submissi on to Sheriff’s executive sta ff.
C. After approval by executive st aff, modifications made (if re quired).
III. Implementation Process
A. Prepare supplementary informati ve materials; e.g., training bulletins, training
aids, etc.
B. Coordinate necessary resour ces and personnel for divisions a ffected.
C. On-going project monitoring and evaluation (if applicable).
IV. Evaluation Process
A. Was the desired effect achieved? B. The project evaluation inst rument used wi ll be dependent upo n the type of
project.
C. Preparation of summary state ment based upon comprehensive ev aluation.
