Training Page 1 of 1 1/09.0 (REV 3/91) RELEASE OF TRAINING AND RESER VE BACKGROUND FILE INFORMATION The purpose of this order is to e stablish guidelines for the re lease of background information to outside agencies fr om Academy training files and reserve background files which are consistent wit h departmental policy and existin g law. I. General Any outside agency background inve stigator wishing to review a training file or reserve background file must m eet the following requirements: A. The investigator must presen t, in person, an original signed waiver from the requesting agency. No telepho ne or fax requests will be hon ored. B. One form per file must be subm itted. If the investigator wis hes to view more than one file belonging to a particular person, a separate waiver is required for each file. C. At the conclusion of the file r eview, the investigator will be required to enter the requisite waiver into the file as a permanent record of the review. D. During the review of the file (s), the investigator may take notes, but may not remove or photocopy any inf ormation contained in the file w ithout a subpoena previously reviewed, and approved, by the department’s legal liaison officer. II. Exceptions A. No deviation from this proc edure will be made without the ex press consent of the commander or executive offi cer of the Division of Traini ng and Reserve Forces.
