Correctional Services SERVICE S Page 1 of 3 1/09 (REV 8/11) MJ/RCCC OPERATIONS ORDER Prisoner Monitoring and Video Requests The purpose of this order is to standardize procedures for proc essing outside agency requests for facility video record ings and/or the monitoring of prisoner communications. Prisoner communications may incl ude inmate mail; received inmat e e-mails; telephone call records; and inmate visitat ion records that occur at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Prisoner communications and acti vities are recorded and randoml y monitored in the interest of staff and prisoner s afety; facility security; and f or public safety reasons. All criminal justice agency requests f or inmate monitoring services or copies of any facility video recording; audio recording; received inmate emails or mai l received by the U.S. Postal Service (except legal ma il) shall be processed by design ated facility staff. Each facility shall keep records as to all requests made and what in formation was released. II. Request Procedures A. Any criminal justice agency requesting any RCCC video and/or audio recording; received email or physical mail; or is requesting in mate monitoring services shall subm it an email request to the RCCC Investigative Services Unit at r 3cintel@sacsheriff.com. The ema il shall contain the following information: 1. The requestor’s contact informa tion to include name, title, agency address, email address, and contac t telephone numbers for the person making the request; 2. The purpose or justification for the requested information; 3. The start date and end date of th e activity or monitoring pe riod requested; 4. The inmate’s full name and Sacr amento County cross reference number. B. Any criminal justice agency requesting any Main Jail video and/or audio recording; received email or physical mail; or is requesting in mate monitoring services shall subm it an email request to the Main J ail Correctional Services SERVICE S Page 2 of 3 1/09 (REV 8/11) MJ/RCCC Intelligence Unit at mjintel@sac sheriff.com. The email shall co ntain the following information: 1. The requestor’s contact informa tion to include name, title, agency address, email address, and contac t telephone numbers for the person making the request; 2. The purpose or justification for the requested information; 3. The start date and end date of th e activity or monitoring pe riod requested; 4. The inmate’s full name and Sacr amento County cross reference number. C. Each facility Intelligence Unit supervisor or their designee shall approve or deny each request. If approved, t he facility Unit Supervisor o r their designee shall enter t he applicable information into the facili ty Monitor List. D. All approved monitoring requests are in 14 day increments an d typically expire after the initial 14 da ys; therefore the requestor must submit another request, which will extend t he monitoring for 30 days. E. The staff of each facility In telligence Unit is responsible for coordinating with the requesting agency to a rrange the pick up of requested materials. F. Main Jail and RCCC personnel n ot affiliated with the respect ive Intelligence and Investigative Units shall not provide outside agency personnel with copies of calls or visits without being authoriz ed by the Intelligence Unit Supervisor. Any Main Jail or RCCC officer wh o receives a request from an outside agency s hall direct the requestor to submit an email to mjintel@sacsheriff.com o r r3cintel@sacsheriff.com, res pectively. III. Inmate Telephone System ( ITS) Access and Training A. Outside agency law enforcem ent personnel may request trainin g and access for the Sacramento Count y Sheriff’s Department Inmate Telephone System (ITS). 1. Training for outsi de law enforcement agencies on the ITS may be provided by the designated Adva nced Users assigned to each facility and shall be coordinat ed through the facility Intellig ence Unit supervisor. 2. Access for outside law enfor cement agencies on the ITS will require the creation of a user a ccount and shall be coordinated through the facility Intelligence Unit supervisor to the design ated Division ITS Administrator. Once outside agency personnel hav e been provided the prescri bed ITS training and granted system access, they are responsible fo r researching and completing t heir own requests for inmate telephone call and visitation recordings. 4. All participating outside agencie s must have a Memorandum of Understanding (MOU) letter on file signed by their respective agency head or chief. The MOU out lines the use of the ITS; the release of information; and other responsibilities for access a nd information sharing. 5. All MOU documents ar e coordinated and maintained by the Offi ce of the Chief Deputy of Correct ional and Court Services. 6. Granting user access to the ITS to outside agencies is at th e sole discretion of the Sa cramento County Sheriff’s Department. B.
