Court Security Division P age 1 of 3 1/08 (REV 6/11) General: Tactical W eapons and Equipment The purpose of this Operations Or der is to define the policy an d procedures for the storage, deployment, use and acc ountability of special equipmen t and tactical weapons assigned to any Sacramento Count y Superior Court facilities. I. Policy Tactical weapons and specialized equipment shall be stored in facility armories. Deployment of tactical weapons shall be at the discretion of t he facility supervisor, except in the case of the 37mm w eapon where approv al must come from the Commander, Assistant C ommander, Bureau Commander, or under exigent circumstances, a facility supervisor. Only officers t rained and qualified with any tactical weapon may deploy such weapons. Deployment shall be defined as r emoval of the weapon/device fr om its place of secured storage except during r outine inventory/maintenance. Use is defined as the actual i ncorporation of the weapon/devic e into the operational plan. II. Weapons Stored at Facilities A. The facility’s tactical weapons and equipment shall be store d in the facility armory. B. For the purpose of this Order , the following weapons are def ined as tactical weapons that are maintai ned within the specified facil ities for deployment. 1. Penn Arms, 37mm Weapon a. Models SL-6 and SL-1 2. Pepperball SA200 Launcher 3. Remington 870 Shotgun 4. LER (Law Enforcement Rifle) III. Weapons Overview Court Security Division P age 2 of 3 1/08 (REV 6/11) A. Penn Arms, 37mm Weapon 1. This weapon fires a plastic or rubber projectile through the use of a primer and low velocity gun powder cartridge. 2. Qualifications are conducted t wice a year at the Kenneth Roy al Firearms Training Facility. 3. General Order 2/15. B. Pepperball SA200 Launcher Weapon 1. This weapon holds up to 180 plastic spheres filled with powe red or liquid Oleoresin Capsicum (OC), and fires through the use of pressurized air or similar gas. 2. Qualifications are conducted onc e a year during March at the division level by certified trainers. 3. General Order 2/15 C. Remington 870 Shotgun 1. This weapon holds up to five 12-gauge shotgun rounds. 2. Qualifications are conducted t wice a year during the regular handgun qualification period. 3. General Order 2/01 and 2/02 D. LER (Law Enforcement Rifle) 1. This weapon holds up to 30 . 223 (5.56) caliber rifle rounds. 2. Qualifications are conducted t wice a year during the regular handgun qualification period. 3. Field Services O perations Order 3/08 IV. Deployment of Tactical Equipment A. Deployment of any tactical weapon or equipment shall be done in accordance with the abov e authorization plan under Section I of this Operations Order. B. These weapons are considered defensive in nature and are not to be deployed against non-compliant, pa ssive resistant inmates, or t he general public. Deployment of these weapons may be used to protect an officer or other individual from imminent danger of bodily injury or death . C. Any use of a tactical weapon should be videotaped. Court Security Division P age 3 of 3 1/08 (REV 6/11) 1. The videotape shall be logged a nd stored by the Custody Serg eant at the Gordon D. Schaber C ourthouse for 13 months. a. General Order 16/08 D. Only officers who have satisf actorily completed the required training and are currently qualified ma y deploy tactical weapons. E. In the event a tactical w eapon is loaned to another division , the loan shall be documented on the checkout sheet. V. Reporting and Documentation A. Any use of a tactical weapon sh all require written documenta tion. 1. General Orders 2/11 and 2/16. 2. Inmate Incident Report (PF10) a. An Inmate Incident Report i s required for any incident involving an inmate. B. The completed report(s) shall include the following informat ion, as applicable: 1. Weapon Type 2. Serial Number o f weapon and/or cartridge 3. Photos of any injuries incurred 4. Evidence collected and booked including expended projectiles and expended cartridges. VI. Medical Attention A. Regardless of whether or not t here is an apparent injury, me dical personnel shall examine any pers on(s) affected by the use of ta ctical weapons as soon as practical. VII. Maintenance and Inventory A. Maintenance of weapons and equi pment shall be the responsibi lity of a designated facility supervisor or CERT armorer. B. An annual inventory of weapons and equipment shall be the re sponsibility of a designated facility supervisor or CERT armorer.
