General: Reports
The purpose of this Operations Or der is to define jurisdictions and provide guidelines for
completing reports at all Sacr amento County Superior Court faci lities.
I. Policy
A. The Sheriff’s Department is responsible for documenting even ts that occur
within the confines of court fac ilities operated and/or protect ed by the
Department. In some instances, th is reporting requirement exte nds to the
immediate grounds outside these facilities.
II. Reporting Responsibility
A. Deputies are responsible for completing all reports found in the
Report Writing Manual.
B. Sheriff’s Security Officers are responsible for completing reports, as
specified, in Court Security O perations Order 2/05 (Sheriff’s Security
Officer Duties).
C. Deputies or Security Office rs shall notify a supervisor any time they
document an event where a repor t number is generated, a PF10 i s
completed, or a casualty event log entry is made.
D. Reports shall meet the provisio ns of the Sheriff’s Departmen t Report
Writing Manual.
E. Reports should be completed util izing the Automated Field Re porting
(AFR) system.
III. Jurisdiction
A. Gordon D. Schaber Courthouse
1. All incidents occurring within the structure of the facility .
a. Includes the basem ent parking area.
2. All incidents occurring on t he outside steps and patio areas up to
the surrounding public sidewalk.

Sacramento Polic e Department.
b. The jury parking lot is the jurisdiction of the Sacramento
Police Department.
B. Lorenzo E. Patino Hall of Justice (Main Jail)
1. All court related in cidents occurring withi n the structure o f the
facility.
a. All other related in cidents within the structure are the
responsibility of the Main Jail.
2. All incidents occurring outsi de the facility are the respons ibility of
the Sacramento Po lice Department.
C. William R. Ridgeway Family Relations Courthouse
1. All incidents occurring within the structure of the facility .
2. All incidents occurring in t he upper, south parking lot up t o the
surrounding public sidewalk.
a. The public sidewalk, the lowe r parking lot and beyond are
the jurisdiction of the Sacr amento Police Department.
3. All incidents occurring in t he upper, north judges’ parking lot up to
the security gate.
D. B.T. Juvenile Courthouse
1. All court related in cidents occurring withi n the structure o f the
facility.
2. All incidents occurring outsi de the facility, including the parking lot,
are the responsibility of S heriff’s Field Services.
E. Carol Miller Justice Center
1. All incidents occurring within the structure of the facility .
2. All incidents occurring outsi de the facility, including the parking lot,
are the responsibility of the Sacramento Police Department.
F. If jurisdiction is in questi on or unclear, contact a supervi sor for clarification.
IV. Basic Report Types
A. Crime Report

2. Completed by a Deputy or Security Officer:
a. When a violation is investi gated and prosecution is desired.
b. When a violation is investi gated and, in the opinion of the
investigating Officer, document ation is, or may be, of interest
or future evidentiary value.
c . W hen a violation is investi gated and documentation is
r equested by the named victim.
d . A s d i r e c t e d b y a s upervisor.
3. Casualties may be documented in a crime report. B. Incident Report 1. Documents a non-criminal event. 2. Completed by a Deputy or Security Officer:
a. When an incident is investigat ed and, in the opinion of the
investigating Officer, document ation is, or may be, of interest
or future evidentiary value.
b . A s d i r e c t e d b y a s upervisor.
C. Casualty Report 1. Documents an injury, ill ness, 5150 WI hold, or death.

b. A copy of the "Application for 72-hour Detention" form must
be included in any casualty report where a person is
i n v o l u n t a r i l
