CORRECTIONAL SERVICES Page 1 of 3 1/07 (REV 11/06) MJ/RCCC OPERATIONS ORDER Volunteer Program The purpose of this Order is to establish procedures for instit uting and maintaining a volunteer program at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Security Clearance for Volunteers A. Volunteers are unpaid member s of the corrections team. Volu nteers represent organizations includin g, but not limited to; Alcoholi cs Anonymous, Narcotics Anonymous, Staff and Volunteer Chaplains, etc. B. Volunteers must be screened fo r clearance by completing and submitting the Correctional Services Volunteer/Outside Agency Personnel Jail I dentification Card Application. The security clearance shall apply to Main Jail and RCCC , regardless of which facility issues the clearance if the volunt eer works at both facilities. 1. As part of the screening proces s the volunteer must successful ly pass a records and background check. 2. The designated Security Clearan ce Officer will process the app lication and determine if the volunteer wil l be granted security clearan ce. 3. Volunteers who have met the abov e requirements will receive tr aining that outlines jail security pro cedures and rules before being a llowed access to the facility. 4. Following the application and screening process and training, an identification card is issued to the volunteer. C. Volunteers must re-apply for security clearance annually. T he volunteer must return their identification card upon termination and/or comple tion of their assignment. II. Role of the Volunteer A. The use of volunteers in the correctional setting is viewed as a potential alternative solution to problem s created when facility and pris oner needs are greater than budgeted resources. B. Volunteers augment the tradition al correctional program and custody staff is encouraged to develop a rappor t with the volunteers. CORRECTIONAL SERVICES Page 2 of 3 1/07 (REV 11/06) MJ/RCCC C. Volunteers should realize t he needs of the facility come bef ore the needs of a specific prisoner, and that unfor eseen events such as a disturb ance or emergency may preclude a vo lunteer scheduled event. D. In all matters of security, the volunteer shall defer to the sworn staff member supervising the location where the volunteer is assigned. III. Volunteer Pr ogram Coordinator A. The Volunteer Program Coordi nator shall coordinate and super vise the volunteer activities in the facility. The role and duties of t he Volunteer Program Coordinator are as follows: 1. Familiarize volunteers with the institutional setting, its rul es, procedures and routines via orientation. 2. Provide overall supervision of t he facility volunteer activiti es. 3. Determine and develop overall lim its within which each volunte er must operate. 4. Determine each assigned volunteer ’s skills, abilities and limi tations, and make volunteer assignments, as appropriate. 5. Develop the specific task assignment with the volunteer(s) and s e e that all concerned have a clear understanding of the scope of t heir responsibilities. 6. Give the volunteer regular feed back regarding the quality of t heir job performance. 7. Should a conflict develop betw een staff and volunteers, the ma tter should be immediately referred to the staff member’s supervisor and then, if appropriate, to the Volu nteer Program Coordinator for immediate action.
