REQUESTS FOR CHANG E OF WATCH/DAYS OFF
The purpose of this order is to establish procedures for biddin g a change of watch or
days off within the Co mmunications Bureau.
I. General
A master schedule ha s been created in accor dance with the needs of the
Communications Bureau. It will be strictly adhered to. Changes in the master
schedule will be made onl y with the approval of the Communicati ons Bureau
commander.
II. Policy
A. Only employees who have compl eted their formal training are eligible to
bid. Vacancies shall be filled by a bid process. When an open s hift is to be
filled, a bid sheet shall be post ed in the Communications Burea u. Points
will be awarded to each employee bidding for the shift based on the
following criteria:
1. Attendance (maximum of two poi nts). Based on sick leave usag e
within one year of the effectiv e bid date. Sick leave usage
guidelines are defined in the Sheriff’s Employee Evaluation and
Development System as follows:
a. Outstanding (0-30 hours) – Two points
b. Average Usage (31 to 90 hours) – One point
c. Below Average Usage (90 or more hours) – Zero points
2. Consideration for extended il lness will be reviewed on a cas e-by-
case basis.
B. Division Employee of the Mont h award (one poi nt) – Communica tions
personnel who have been selected a s the Division Employee of th e Month
within one year of a posted “shi ft bid” shall receive a one poi nt incentive.
The one-point incentive is applic able for the one-year period p receding the
effective date of a shift bid. A s defined in General Order 1/07 , the criteria
for nomination for Division Empl oyee of the Month program shall include
the following:

1. Attendance of the employee including punctuality.
2. Performance histor y of the employee.
3. Professional image. 4. Positive attitude. 5. Job initiative. 6. Ability to get along with and inspire others.
7. The division commander shall select the Division Employee of the
Month from nominations within the service area.
C. Seniority (maximum two points). Seniority is defined as the total length of
service in that classification. W hen two employees have the sam e
seniority date in the classifi cation, total County service will be used. If both
employees have the same hire dat e, position on the list may be used.
1. Individual with the mos t seniority (two points).
2. Individual with the next h ighest seniority (one point).
3. Add others (zero points).
D. Adverse disciplinary actions against an employee (minus one point). For
the purposes of this order, adverse actions are described as de motion,
suspension, reduction in salary , written reprimand, or formal o ral
reprimand. Adverse action does no t include censurable employee
evaluation reports, memos of co rrection, or other documentation of
supervisory counseling as defi ned by the department’s progressi ve
disciplinary manual. If an employee has an adv erse disciplinary action in
their department personnel file up to one year from the effecti ve bid date,
one point will be deducted from the employee’s total points in the bidding
process.
E. In the event of a tie betw een employees, seniority within th e job
classification will be used as the tie breaker.
III. Procedure
A. When an open shift is to be f illed, a bid sheet shall be pos ted in the
Communications Bureau. The bid shall be open for 14 days. Eligi ble
employees from Communications may bid for the position.
B. All watch/days off changes will be subject to final approval of the
Communications Bureau commander.

C. Upon accepting a change of a ssignment, the employee will hav e a
minimum of five days before the transfer is effective. The empl oyee may
waive the five-day period by addr essing the waiver in writing. This waiver
must be in the form of an inte r-department correspondence forma t.
