CORRECTIONAL SERVICES Page 1 of 3 1/06 (REV 7/07) MJ/RCCC OPERATIONS ORDER Correction Services Identification Cards The purpose of this Order is to standardize procedures for the issuance of Correctional Services Identification Cards at the Main Jail and the Rio Cosumnes Correctional Center (RCCC). I. Policy Correctional Services Identification Cards will be issued to ce rtain permanent employees and to persons not employed by Sacramento County, but who have authorization to visit the correct ional facilities, on a regula r basis, to conduct or take part in specific programs. II. Correctional Services Identification Card A. Issuance of Correctional Servi ces Identification Card occurs only after an application and security clearanc e process has been completed. B. Correctional Services Identif ication Cards allow access to s ecured areas of the facility. Persons issued a Correctional Services Identi fication Card shall have his/her card examined by custody staff and may be re quested to give a reason for requesting entry. C. Correctional Services Identific ation Cards shall only be con sidered valid if it has a photograph, name, signatur e of the holder, and the She riff’s signature. 1. Cards issued to persons not e mployed by Sacramento County sh all also have the name of the organization represented and an expiration date. D. Correctional Health Services, Jail Psychiatric Services, Edu cational staff, Staff Chaplains, Social Workers , and Recreation staff that are considered permanent, non-sworn employees and are regularly assigned to du ties at the Main Jail o r RCCC shall be issued a Correctional Services Identification Card. E. Volunteers from certain volunteer groups may be issued a Cor rectional Services Identification Card. These minimally include: 1. Narcotics Anonymous (N.A.) and Alcoholics Anonymous (A.A.) CORRECTIONAL SERVICES Page 2 of 3 1/06 (REV 7/07) MJ/RCCC 2. Chaplain volunteers. 3. Education representatives from the Elk Grove Unified School District. 4. Group and individual c ounseling counselors. F. If a person in possession of a Correctional Services Identif ication Card is requesting access during a time o ther than appropriate to his/h er specific activity, the on-duty employee shall politely refuse access and advise the holder to return at the proper time. G. Custody staff noticing a person who possesses a Correctional Services Identification Cared in an area inappropriate for the activity he/she is performing, shall check the person’s identification and reason for being in the area. 1. If the explanation is quest ionable, a supervisor shall be su mmoned. H. If a person in possession of Correctional Services Identific ation Card has his/her access revoked for any reason, the identification card shall be surrendered to the division’s administrative staff. 1. Administrative staff shall notify both facilities of the rev ocation so that accidental access is not granted. III. Application Process A. When an individual is planning to take part in a program at a facility, the individual shall submit a Correct ional Services Identification Card Application. 1. A copy of the applicant’s driv er’s license or identification will be made and kept with the application. B. The division commander or des ignee will review the individua l’s completed application for compatibility with the level of access requeste d. C. A background check of the individual may be conducted and ma y include, but is not limited to, records checks, contact with other perso ns, and contact with the particula r program administrator. D. The division commander or desi gnee will review the applicati on and background checks in order to grant or deny access. 1. If the application is denied, the division commander will in dicate denial on the form. The person will be notified; however the specifics of the denial may or may not be disclosed. If the application is approved, the division commander will indicate approval on the form, noting the level of access card authorize d, and the period for which t he card shall be valid. E. The application, copy of the driver’s license, and any other documentation shall be forwarded to office of t he Chief Deputy of Correctiona l Services. F. The applicant will be instructed to report to 711 G Street t o be photographed and fingerpr inted once the Office of the Chief Dep uty has received the application. 1. The Office of the Chief Deputy will retain a copy of the app lication and other pertinent documentation. 2. Upon issuance of the card, th e application and other pertine nt documentation will be returned to the approving division.
