MAINTENANCE AND OPERATIONS OFFICER
The purpose of this order is to describe the duties and respons ibilities of the
maintenance and operations officer for the Sheriff’s Training A cademy.
I. General
The maintenance and operations o fficer works under the direct s upervision of the
executive lieutenant of the Divisio n of Training and Reserve Fo rces. The
maintenance and operations manager i s responsible for providing facility support
services, including but not lim ited to, facility maintenance an d construction
ensuring and enhancing the mission of the Sheriff’s main traini ng site.
II. Supervises Work Release and Weekender Work Project Inmates
A. Transports Work Release inma tes to and from the main trainin g site.
B. Obtains a roster of inmates from the Weekender Work Project office and
keeps attendance records of inmat es assigned to the main traini ng site.
C. Uses inmates to accomplish fa cility support services within the scope of
the rules and regulations of the Weekender Work Project directi ves.
D. Initiates appropriate injur y or casualty reports when requir ed and ensures
proper medical attent ion is obtained.
E. Keeps the Weekender Work Projec t office advised of inmate at tendance.
F. Ensures that Weekender Work Pr oject inmates use power hand t ools in a
safe and approved manner for the purpose intended.
G. Instructs Weekender Work Proj ect inmates in the proper use o f powered
lawn equipment and ensures the equi pment is operated in a safe and
sensible manner with proper s afety equipment, goggles, etc.
H. Instructs Weekender Work Proj ect inmates in the proper metho d of
making repairs to all tools and equipment.

III. Facility Maintenance
A. Provides janitorial and build ing services necessary to maint ain clean
offices, classrooms, and workpl aces. Keeps floors, carpets, win dows, and
office glass cleaned. Keeps aisle w ays, walkways, and entryways clear
and safe at all times.
B. Maintains heating and air c onditioning systems. Keeps air fi lters replaced,
units lubricated, and fans clean and balanced and units operati ng as
quietly and efficiently as possibl e. Repairs or replaces worn p arts when
needed. Refers major breakdowns o r repairs to Facilities Manage ment
(Department of General Services).
C. Provides approved portable s pace heaters whenever and wherev er
required by training activities.
D. Becomes familiar with plant p iping, plumbing, and water syst ems.
1. Repairs, replaces, or otherwis e keeps building plumbing syst ems
and fixtures operational.
2. Repairs, replaces, or otherwis e keeps facility water distrib ution and
irrigation systems functional.
E. Becomes familiar with the plan t electrical power distributio n system.
Knows the location and operation of the principa l load control centers.
1. Repairs, replaces, or otherwis e keeps building and area ligh ting
systems operational. Extensive r epairs, modifications, or exten sion
of existing electrical system s shall be referred to County
electricians through Facilities Management.
2. Keeps academy lighting fixtur es in proper wor king order. Ins tructs
Weekender Work Project inmates i n the proper method of repairin g
fixtures and replacing bulbs and tubes. Ensures that proper too ls
are used correctly.
F. Provides grounds keeping services.
1. Keeps lawn areas watered, edged and mowed. 2. Keeps weeds and brush cut down and cleared in outlying areas for
appearance and fire safety.
3. Keeps trees and shrubs pruned and trimmed. 4. Keeps flower beds culti vated and plants pruned.
5. Fertilizes and spra ys plants as required.

6. Keeps streets, walkways, and paved areas clean, neat and fre e of
obstruction.
IV. Provides Building and Offi ce Remodeling as Required
A. Paints offices when necessary . Obtains correct finishes and ensures that
all painting is performed by qua lified persons i n a professiona l manner.
Painting must be coordinated with training activities and accom plished in
such a way as to preclude interr uption of training functions.
B. Modifies or rearranges offices to meet the needs of training staff. Changes
must be coordinated with training staff and made in a timely ma nner in
order to meet academic schedules or activities.
C. Remodeling that requires the co nstruction of interior walls or partitions
must be approved by t he appropriate agencies.
1. Prepares construction drawi ngs that detail the work to be
performed, the buildings or areas affected, the materials to be
used, and any other constructi on details. Prepares a list of
materials needed and a cost est imate for each project.
2. Submits construction drawings to the Water Quality Division for
conceptual approval and to mak e any revisions required.
3. Submits construction drawings to the Building Design Divisio n
(Department of Public Works) for re view and approval to conform to
approved construction prac tices and local codes.
4. Submits lists of materials to the appropriate purchasing
