OPERATIONS ORDER
Employee Assignments, Attendance and Daily Schedules, Time Off,
and Time Sheets
The purpose of this Order is to outline the procedures for empl oyee assignments,
attendance and daily schedules, time off, and time sheet proced ures at the Main Jail
and the Rio Cosumnes Correctional Center (RCCC).
I. General Information-Employee Assignments
A. Assignments are the sole prer ogative of the Sheriff’s Depart ment.
Assignments within the Main Jail and/or RCCC shall be made by the
Division Commander or his/her des ignee, based on the requiremen ts of
the division and the needs of the services.
B. All inter-division assignment of personnel shall be made in accordance
with General Order 12/ 01-Promotion and R equest for Assignment
Process.
II. Special Detail Assignment Process
A. Special assignments may includ e special details or special t eams (medical
transport officer, classification officer, intelligence officer , shift CERT
Teams, Court Coordinator, Fiscal/Archives Units, etc.) that req uire specific
skills, which may need to be filled outside of the normal assig nment
process.
1. The Division Commander or designee may approve such
assignment.
B. Requests for special details within the Main Jail o r RCCC m a y b e
requested in the following manner:
1. All requests must be submitted through the requestor’s norma l
chain of command on an Inter-De partment Correspondence (IDC).
2. In the event multiple employees request the same assignment,
each employee may be required to c omplete a testing and selecti on
process.
3. Upon completion of the selectio n process, the employee may s olicit
feedback about his/her qualifications.

MJ/RCCC III. Normal Shift Assignment Process
A. The Division Commander or desi gnee for the division shall pr epare an
inter-division reassignment o rder based on the departmental rea ssignment
order each pay period. The inte r-division reassignment order i ncludes
newly assigned employees and any employee movement within the division.
B. When employees are first assigned to either correctional fac ility, the
Division Commander or designee wil l assign the employee to a sh ift based
on staffing needs. This shift becomes the employee’s assigned shift,
unless divisional needs require t he employee to be moved to ano ther
shift/assignment. Gender specific (male or female) staffing req uirements
shall be met at all times. (PC 4021).
1. Reasonable efforts are made by the Division Commander or
designee to return the employee to his/her original shift; howe ver
employees leaving the Main Jail or RCCC to complete the Patrol
Training Program are not guarant eed to return to his/her previo us
shift.
C. Once assigned to a shift, an employee wishing to be reassign ed to
another shift will be required to submit a reassignment request .
1. All requests must be submitted through the requestor’s norma l
chain of command at least fourt een (14) days prior to a request ed
change on an IDC.
2. Each level of the chain of command shall note approval or
disapproval. Any request not app roved shall note the reason(s) for
such disapproval.
3. Considerations for reassignment include, but are not limited t o ,
seniority, special ski lls needed for the requested position, sp ecial
knowledge or abilities of the requestor, suitability for the assignment in question, and performance evaluations.
IV. Daily Attendance and Daily Schedules
A. Once assigned to a shift and/or days off, the watch commande r and/or the
shift supervisors shall designate specific tasks or job assignm ents. In
assigning employees to individu al jobs/tasks, it is important t o recognize
that cross training is desirable.
B. Employees shall report to work with all departmentally appro ved and
issued equipment.
C. Employees shall report to hi s/her duty station or assignment on time and
appropriately attired for duty. Should the on-coming relief be late, a

MJ/RCCC supervisor shall be notified imme diately and employees shall re main at the
post until relieved.
D. Shift administrative sergeants are responsible for preparing the shift’s
daily schedule, verifying the pr esence of each employee schedul ed to
work, and completing each employee attendance card on a daily b asis.
Another supervisor may handle this task in the absence of the administrative sergeant.
1. Daily schedule formats to be utilized by the shifts should b e
standardized and approved by the division commander or his/her designee.
2. The daily schedule should include which employees are assign ed
to the various work sites, a time off and overtime area, medica l
assignment (med run) , and notes section.
3. The shift administrative serg eant will forward the final dai ly
schedule to the division administr ation and/or post the daily
schedule on the designated public folder of the department’s
intranet.
a. Shift schedules often change through the course of a shift.
As changes are noted, the most current schedule should be posted to the designated public folder.
