EXECUTIVE LIEUTENANT
The purpose of this order is to describe the duties and respons ibilities of the executive
lieutenant of the division of T raining and Reserve Forces.
I. General
The executive lieutenant of the division of Training and Reser ve Forces, under
the direction of the commander, i s responsible for the day-to- day operation of the
component parts of the division a nd acts in the absence of the commander.
Specific duties include the following: II. Academy Component
A. Acts as academy commander.
1. Supervise, direct, and evaluate the academy director (sergea nt).
2. Review and make r ecommendations on all matters affecting tra inee
discipline, major curriculum c hanges, and academic policy chang es
emanating from the director.
3. The executive lieutenant is the first step in the appeal pro cess in
the event of a termination from the academy.
4. Coordinate budget activities wi th the San Juan Unified Schoo l
District.
5. Sit as member of the A pprenticeship Committee.
III. Administrative Component
B. Serve as chairperson of t he department Safety Committee.
1. Ensure monthly meetings are held in conform ance with County
policy.
2. Responsible for the compilation of statistics and maintenanc e of
accident/injury reports.

3. Ensure adequate notic e of meetings is provided to members of the
committee.
4. Ensure all members receive minutes of all Safety Committee
meetings.
C. Serve as division budget coordinator
1. Prepare and submit the annual budget request during the norm al
budget cycle.
2. Track purchases and other budgetary expenditures throughout the
year and make adjustments as n ecessary to meet division needs
and stay within budgetary allocations.
IV. In-Service and Reserve Component
D. Oversee the daily operation o f the in-service training unit.
1. Supervise, direct, and evaluate the unit supervisor (sergean t).
2. Maintain liaison with POST , STC, and other regulatory agenci es to
ensure all training mandates are met.
3. Ensure an annual training cal endar is published on or about July 1
of each year.
4. Sit as chairperson of the divi sional Training Manager Commit tee.
5. Review course curriculum for all in-service classes for conf ormance
to department policies and procedures.
E. Reserve Component
1. Assist the reserve coordinator in the administration of the Reserve
Forces.
2. Review all applications and background investigations on
prospective members of the Reserve Forces and make
recommendations to the commander r elative to acceptance or
rejection of candidates.
3. Act as division commander i n the absence of the commander.
V. Range Component
F. Oversee the daily operation of the firearms Range.

1. Supervise, direct, and eval uate the department rangemaster
(sergeant).
2. Review all range training cu rriculum for applicability and
conformance to department policy.
VI. Facilities Management and Maintenance
G. Oversee the facility management and maintenance of the main training
site.
1. Supervise, direct, and evaluate the facilities maintenance o fficer
(deputy sheriff).
2. Assist the facility maintenanc e officer in conforming to pro per
County procedures wh en engaged in major building and/or
renovation projects.
3. Advise the facility maint enance officer on the needs of the division
relative to facilities expansio n and modification to meet
departmental training needs.
H. Schedule classroom space to a void conflict or competition of space.
VII. Organizations
I. Act as a member of various co mmittees of professional intere st to the
department.
J. Act as a member and attend pr ofessional organization meeting s relative to
the training unit.
