Court Security Division P age 1 of 9 1/02 (REV 6/11) General: Lines of Author ity and Responsibility The purpose of this Operations Or der is to delineate lines of a uthority and define general duties and responsibilit ies for personnel assigned to a ll Sacramento County Superior Court facilities. I. Division Commander A. The Court Security Division is commanded by a Sheriff’s Capt ain. The Division Commander, under the dire ction of the Chief Deputy of Correctional and Court Services, e xercises control over the sec urity functions at all court facilities. B. Duties include: 1. Responsibility for the comp letion of the annual division bud get. 2. Serve as Department represent ative to the Judges Security Oversight Committee and acts as liaison between the Sheriff’s Department and the Superior Cour t Presiding Judge and Superior Court Administration. a. The Security Oversight Committee addresses common security concerns within all court facilities. 3. Confer with the Assistant C ommander, the Satellite Facilitie s Commander, a Sheriff's Lieutena nt, and facility supervisors regarding coordination of work, e mployee relations, schedules, training, and discipline. 4. Oversee investigations of all internal complaints and recomm end appropriate action to the Chief D eputy for Correctional and Cou rt Services. 5. Develop and implement special orders, policies, and procedur es. 6. Initiate a yearly review o f the Division’s Operations Manual . a. General Order 1/01 7. Coordinate special studies and prepare comprehensive reports on issues affecting the Sheriff’s Department. Court Security Division P age 2 of 9 1/02 (REV 6/11) II. Assistant Commander A. The Assistant Commander is a Sheriff’s lieutenant who functi ons as second in command of the Court Se curity Division and acts as commander in the absence of the c aptain. The Assistant Command er coordinates the operation of the main Courthouse and other down town court facilities, as direct ed by the Divis ion Commander. B. Duties include: 1. Act as liaison for supervising officers within and outside t he Department. 2. Maintain division equipm ent and inventory control. 3. Direct and prepare the division budget. 4. Ensure staff functions and res ponsibilities are being accomp lished according to policies and procedures. 5. Confer with supervisors regardi ng the coordination of work, employee schedules, training, and discipline. 6. Process and track worker s’ compensation reports. 7. Coordinate and investigate in ternal complaints and recommend appropriate action to t he Division Commander. 8. Complete annual e valuations on ser geants under their command and the administrative support staff. 9. Review performance reports and maintain records, statistics, and files pertaining to the effectiv e administration of personnel. 10. Prepare comprehensive reports on issues affecting the Sheri ff’s Department. 11. Disseminate information throughout the Division. 12. Maintain liaison with judges and Court Administration to en sure effective communication and c ooperation between the Court facilities and the Courts. III. Satellite Fa cilities Commander A. The Satellite Facilities Comm ander of the Court Security Div ision is a Sheriff’s lieutenant. The Satellit e Facilities Commander funct ions as third in command and acts as the Divis ion Commander in the absence of the Captain and Assistant Commander . Under the direction of the Di vision Commander, the Satellite Facili ties Commander coordinates and manages the operation o f the William R. Ridgeway Family Relatio ns Court Security Division P age 3 of 9 1/02 (REV 6/11) Courthouse, the B.T. C ollins Juvenile Court house, and the Carol Miller Justice Center. B. Duties include: 1. Ensure staff functions and res ponsibilities are being accomp lished according to policies and proc edures in the satellite court fac ilities. 2. Confer with supervisors regardi ng the coordination of work, employee schedules, training, and discipline. 3. Coordinate the investigation of internal complaints and reco mmend appropriate action to t he Division Commander. 4. Complete annual per formance evaluations for sergeants under their command. 5. Review performance reports and maintain records, statistics, and files pertinent to the effectiv e administration of personnel. 6. Prepare comprehensive reports on issues affecting the Sherif f’s Department. 7. Maintain liaison with judges and Court Administration to ens ure effective communication and c ooperation between the Court facilities and the Courts. IV. Sergeant A. Under the direction of the Assistant Commander, the Sergeant is responsible for the day-to-day operation and supervision of Dep uty Sheriff's and Security Officers a t their assigned court facilit y. B. General duties: 1. Review and approv e crime reports. 2. Conduct internal investigations regarding personnel complain ts. 3. Complete annual per formance evaluations for personnel under their supervision. 4. Review and approve employee time sheets. 5.
