Impact Division Page 1 of 5 1/01 (REV 11/18) OPERATIONS ORDER Mission of the Impact Division The predominant focus and mission of the Impact Division shall be the identification, investigation, and dismantling of criminal organizations and ga ngs that are involved in the sales, distribution and us e of firearms and dangerous drugs . It is further the mission of the Impact Division to comba t narcotic use, illicit firearm use and gang violence through the positive impact and in fluence on the youth in our c ommunities by our Youth Services Unit. Using the resource s available at the local, sta te, and federal levels, the Sacramento Sheriff’s Departmen t shall support, participate, edu cate and lead the greater Sacramento Region’s ef forts to reduce gang violence and eradicate the illegal use of firearms and narcotics at every level. I. Impact Division Command Structure A. The Sacramento Sheriff’s Depar tment’s Impact Division shall be under the Command of a Sheriff’s Captain. T he Captain shall also serve a s the Program Director for the Califor nia Multi-Jurisdictional Metham phetamine Enforcement Team (CAL-MMET) program. B. A Sacramento Sheriff’s Depar tment Lieutenant shall serve as the Assistant Commander for the Impac t Division and also serve as t he Assistant Program Directo r of the CAL-MMET program. II. Operational Command and Operational Units A. Under the supervision of the Division Commander, a Sacramento County Sheriff’s Lieutenant shall superv ise all operational units invo lved in the investigation of narcotics and gangs. The Sacramento Sheriff’s Department’s Impact Div ision shall consis t of, but not be limit ed to, narcotic investigation teams, to include, the California Multi- Jurisdictional Methamphetamine Enforcement Team ( CAL-MMET) and High Intensity Drug Trafficking Area Team (HIDT A), Gang Suppression Unit (GSU) , Youth Services Unit (YSU) and S pecialized Electronic Operations Team (SEO). Each of the teams sha ll be supervised by a Sergeant and staffed with personnel as identified on the Division’s organizational c harts. III. California Multi-Jurisdict ional Methamphetamine Enforcemen t Team (Cal-MMET) A. The California Multi-Juri sdictional Methamphetam ine Enforcement Tea m (CAL-MMET) is a multi-jurisdicti onal regional task force, which operates under the supervision of a Sacram ento Sheriff’s Sergeant. CAL-MMET’s primary missi on is to seek and reduce the methamphetamine manufacturing and dangerous drug distribution activities in the County of S acramento and surrounding region, the Central Valley, and throughout the St ate of California. 1. CAL-MMET’s goal is to disrup t the trafficking of methampheta mine and other dangerous drugs by: a. Targeting Drug Traffickers at the highest level possible. b. Coordinate methamphetam ine and other dangerous drug intelligence information th roughout the Central Valley. c. Sharing methamphetami ne and other dangerous drug intelligence with other law enf orcement agencies throughout the State of Califor nia and United States. d. Conducting thorough and planned enforce ment operations on traffickers. IV. Central Valley High Intens ity Drug Trafficking Area Team (H IDTA) A. Pursuant to the Anti-Drug A buse Act of 1988, High Intensity Drug Trafficking Areas (HIDTA’s) are t he critical drug trafficking a reas in the United States. The California C entral Valley, identified as a H igh Intensity Drug Trafficking Area, used feder al funding to establish the Ce ntral Valley HIDTA in December 1999. B. The Central Valley High Int ensity Drug trafficking Area Team (HIDTA) is a multi-jurisdictional task force, which operates under the super vision of a Sacramento Sheriff’s Department Sergeant and: 1. Function as a coordination umbr ella for local, state and fed eral law enforcement agencies in thos e designated areas to combine resources and efforts in or der to reduce drug trafficking and distribution. 2. Seek to forge partnerships amon g local, state and federal la w enforcement agencies as well as other federal HIDTA’s to facili tate cooperative investigations, int elligence sharing, and joint ope rations to reduce the manufacture, traf ficking, and distribution of methamphetamine, precursor c hemicals, and other dangerous drugs. 3. Conducts thorough and planned enforcement operations on traffickers. Impact Division Page 3 of 5 1/01 (REV 11/18) V. Gang Suppression Unit (GSU) A. The Gang Suppression Unit is a multi-jurisdictional taskforc e which is supervised by a Sacramento C ounty Sheriff’s Department Sergeant . GSU Detectives investigate and assi st with gang rela ted crimes and youth and gang violence. B. GSU Detectives gather and disse minate criminal gang intellig ence, provide high visibility gang enforcement, identify and apprehen d gang members and those involv ed in gang related crimes. C. GSU Detectives validate gang me mbers, testify in court as ga ng experts for criminal prosecutions and wo rk in conjunction with intellig ence analysts and youth services to provide gang prevention
