PURPOSE
To establish guide lines for traffic administra tion, law en force ment, crash investigations, direction and
control, engineering and ancil lary services. (See FSS 316, 318 and 320)
To reduce traffic crashes through the application of such techniques as geographic/temporal assignment
of pers onnel and equipment and the establishment of preventive patrols to deal with specific categories of
unlawful driving behavior.
The techniques used should be based on crash data, enforcement activity records, traffic volume and
traffic conditions. The ob jective is to direct appropriate enforcement efforts toward violations, not only in
proportion to the frequency of their occurrence in crash situations but also in terms of traffic -related needs
identified in the agency's service community.
DISCUSSION
Traffic law en force ment and the deliv ery of law en forcement related servic es will be applied in a
consis tent and courteous manner to foster a positive public atti tude and acceptance of such enforcement.
Continuing dia logue with other agencies in volved in the trans portation manage ment system will en sure
that channels of commu nication remain open and problems are resolved as quickly and effi cient ly as
possible.
The Department will partic ipate in transportation systems man agement planning concerning con struction
and/or reconstruc tion of traffic ways and facil ities. Further, upon request, the Department will participate
in the draft ing and/or review of proposed legislation to deter mine impact and the need for additional
manpower or equ ipment.
Finally, the Department will initiate and promote programs to inform and educate the pub lic as to
conditions adversely af fecting the safe movement of traffic and the countermeasures used to com bat
them and other mea sures that en hance traffic safety.
The assign ment of Traffic Units does not pre clude, nor allevi ate, all uni formed members of the
Depart ment from meet ing their responsibility for en forcing traffic laws and regu lations.
All uni formed members are ex pected and re quired to take the appropriate en forcement action when
confronting any traffic violation(s).
INTENT
It is the intent of the Plant City Police Depart ment to plan, analyze, moni tor, im plement and coordinate the
Department's traffic activi ties.

RULES AND PROCEDURES
A. The planning, analysis, inspection, and coordination of the Department's traffic units' activities is
the responsibility of the Patrol Division Commander or his/her designee.
B. The Department has estab lished the follow ing objectives and functions for the delivery of law
enforcement traffic -related services by the Department. These objectives are to be re viewed by
the Patrol Division Commander annual ly and an evalu ation made.
1. Analyze crash reports and re cords.
2. Provide selective traffic en force ment of determined high crash areas.
3. Develop and coordinate the Department's selective enforce ment program, to include
specialized DUI, and speed enforcement efforts.
4. Operation of speed measuring devices.
5. In conjunction with the Crime Prevention Unit establish traffic safety educa tion and public
information.
6. Establish liaison with local traf fic safety groups and agencies on a quar terly basis. These
agencies and groups are outlined in this direc tive.
7. Develop and evaluate annual goals and objectives.
8. Investigate traffic crashes.
A. Prepara tions and dissemination of crash/enforcement data summa ries.
1. The Uniform Patrol Division Commander is responsible for the preparation and dissemi -
nation of ap propriate crash/enforcement sum maries to sup port field opera tions, facilitate
program planning, and assist in the de velopment of countermeasures along with an
evaluation of program effec tiveness.
2. The Uniform Patrol Division Commander, with the assistance of the Communications and
Records Section, will maintain a system to determine concen tration of crash and
enforce ment act ivities to identify areas warrant ing detailed analy sis. Limited time span
reports are available to identify crash/enforcement patterns unique to specific time
frames.
3. Comparison of current to past data will be conducted to help reveal chang ing crash and
enforce ment pat terns. Data will be maintained for at least three years.
4. Appropriate crash and enforce ment data summaries will be dissem inated to the Uniform
Patrol Division OIC(s) and all affect ed compo nents upon completion.
