They are designed to guide every employee, regardless of assignment or classification. Wayne Woo Shayne Wright Sheriff -Coroner -Marshal Undersheriff PLACER COUNTY SHERIFF’S OFFICE GENERAL ORDERS OPER 13 OPER 13 – INCIDENT REVIEW BOARD 1 TITLE: INCIDENT REVIEW BOARD EFFECTIVE: 3 /1/2023 I. PURPOSE The Incident Review Board serves to provide systematic review of use of force incidents. The Incident Review Board may assist in the determination of the reasonableness of force used in order to provide subject matter expertise and identify areas where training , policy , and equipment may be improved . II. POLICY The use of force by any Sheriff’s Office employee while engaged in their official capacity is a high -risk, high -liability occurrence. It is the intent of the Sheriff’s Office to mitigate these risks and increase public trust by providing fair and impartial review of use of force incidents. The Incident Review Board will be comprised of individual discipline experts within the Sheriff’s Office, who have the training and expertise to make recommendations based on Federal and State law, Sheriff’s Office policy, and current law enforcement practices. Recommendations by the board are designed to aid the Sheriff’s Office in maintaining the high standards expected of every employee. Board members will take into account that any use of force incident is a tense, uncertain, and rapidly evolving situation in which an officer makes split -second decisions. III. PROCEDURE A. Board Mem bers 1. The board will be comprised of the unit lead s and/or subject matter experts for each of the following disciplines : a. Weaponless Defense b. Impact Weapons c. Taser d. Less Lethal e. Firearms f. Canine g. Strategic Communications /De-escalation h. Training Supervisor 2. The board will be under the supervision of an assigned Lieutenant. All requests to convene the Incident Review Board for incident review shall be forwarded, via the Chain -of-Command, to the applicable Division Commander. a. Any incident where an involved party sustains a serious bodily injury as defined in 243(f)(4) PC, but where no death has occurred , may be forwarded for review by the board. “Serious bodily injury ” means a serious impairment of physical condition, including, but not limited to, the following: loss of consciousness; concussion; bone fracture; protracted loss of impairment of functions of any bodily member or organ; a wound requiring extensive suturing; and serious disfigurement. b. Any incident involving an officer involved shooting or deat h of a subject involving UOF, may be forwarded to the board for review or to assist with the investigation at the discretio n of the Sheriff or his/her designee . c. The Incident Review Board may be utilized by administration, supervisors, investigators, and trainers for further guidance and review of a UOF incident. 2. The Incident Review Board shall be provided with all documentation, reports, video, audio, and photographs, which may assist in the review of the event. C. Review Process 1. Incidents assigned to the board will be reviewed by no less than three board members. The review board Lieutenant may assign additional b oard members depending on the complexity of the incident. If any board member is the requester of review, supervisor on duty, or involved with the occurrence, they may not participate as a member of the review board. 2.
