ORANGE COUNTY SHERIFF'S OFFICE GENERAL ORDER Effective Date: October 5, 2019  Amends - GO 9.1.10 ( June 24, 2016) Number: 9.1.10 Distribution: All Personnel Review Month: September Reviewing Authority: SSD / Fleet Management Subject: Specia l Purpose Vehicles This order consists of the following: 1. Purpose 2. Policy 3. Definitions 4. Procedures 1. Purpose The purpose of this policy is to provide general direction in the use of all Special Purpose Vehicles (SPV). Separate policies may prov ide more specific direction on certain SPV. 2. Policy The agency designates special purpose vehicles to facilitate the efficient operation of certain assignments. All special purpose vehicles are subject to restrictions and limitations as outlined in this directive. 3. Definitions A. Authorized Personnel - An individual who has received appropriate training and to whom a department special purpose vehicle is permanently or tempo rarily assigned . B. Special Purpose Vehicles (SPV) – A vehicle for which the agency or law requires special licensing or training prior to t he authorization for deployment . The utilization of the special purpose vehicle shall be because of weather, terrain, or the need for inconspicuous appearance, quietness, storage requirements, and special operational needs. 4. Procedures A. Special Purpose Vehicles include but are not limited to: 1. SWAT /ERT Vehicles 2. HDT Vehicles 3. Mobile Command Posts 4. Aircraft 5. Bicycles 6. All-Terrain vehicles 9.1.10, Page 2 of 2 7. Watercraft 8. Motorcycles (including sidecar ) 9. Segw ays 10. Trailers 11. Extraditions Vehicles 12. CSI vehicles 13. Forklifts A comprehensive list of all SPV s shall be retained by Accreditation. B. Only personnel who have completed the agency specified training on SPVs and the associated equipment may utilize SPVs for agency operations. SPV t raining shall be documented and retain ed in accordance with agency policy . C. Division Commanders shall designate personnel within each section to be responsible for the condition and maintenanc e of the SPV. Appropriate sec tions shall confirm maintenance of SPV. D. Equipment There shall be an established list of assigned items for each SP V, as necessary. Prior to utili zing the SPV , personnel shall confirm all items on the list are accounted for and operational. E. Inspections If the SPV is designed to be used in a critical i ncident response as outlined in the Critical Incident Management Guide , it shall be inspected at least quarterly for operational rea diness. All other SPV shall be inspected annually during the unit’s line inspection.
